If you are saying that the iTunes logo and the USB cable are showing on the screen, then your iPad is in recovery mode and it will remain frozen until you restore it using the method described here,

    What do you mean by connect to itunes icon? It's in recovery mode, right?
    Try forcing to turn off:
    Press the home button and power button together. This forces a power off.
    Try DFU mode
    Plug your device into your computer with a USB cable.
    Turn off the device.
    Hold the Power button for 3 seconds.
    Hold the Home and Power buttons for 10 seconds.
    Release the Power button but keep holding the Home button.
    After about 15 seconds you will be alerted by iTunes saying that it has detected a device in Recovery Mode.

    Make sure you have the latest version of itunes  
    That may be a bug in your version and Apple has probably released a fix for it.

    If everything else that you try fails, I would try using another computer. Since you don't care about saving any data, any computer that is running the latest version of iTunes might be able to restore the iPad. You could make an appointment at an Apple Store Genius Bar and they can do it for you.
    If that isn't feasible for you, try using a different cable, a different USB port. reboot the computer, and reset the iPad by holding down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears on the screen. Then try again.

    Force iPad into Recovery Mode
    1. Turn off iPad
    2. Connect USB cable to computer; leave the other end alone
    3. Press and hold the Home button down and connect the docking end of cable to iPad
    4. Continue holding the Home button until you see the "Connect To iTune" screen
    5. Release the Home button
    6. Open iTune
    7. You should see "iTunes has detected an iPad in recovery mode"
    8. Use iTune to restore iPad
    Note: You need to be patient and repeat the above many times.

I tried to unistall the newer version of iTunes and installed a older version but when i try to open it it says iTunes Library.itl can not be regonizied becuase it was made by a newer version of iTunes. What I would want to know is how to delete the newer version of the .itl file or find out how to make the newer version of iTunes work with my iPad.     It means that the iPad has gone into recovery mode (all software has bugs, operating system updates don't always go smoothly). You will need to connect the iPad to your computer's iTunes by its cable, and that should recognise the iPad and let you reset it back to factory defaults - you can then restore to you backup, or just resent your content to it.

    My brand new iPad 4 won't connect to iTunes on my PC.  When first connected to the USB port this mornng, iPad appeared under devices in iTunes, but it soon disappeared.  I waited and reconnected using a different USB port, and "iPad" appeare for a short time, and I was able to transfer some files to my iPad.  But the connection was broken again.  This last attempt, "iPad" appeared for about 30 seconds, and then nothing. The iPad is two days old!  What can I do?

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    The iPad is telling you what to do. Connect the iPad to your computer and launch iTunes. You probably need to restore the device. If it was disabled because you forgot the pass code, you will have to restore using recovery mode. As long as you restore with the computer that you always sync with, you will be able to restore from your backup at the very end and you will not lose any data.
