I researched the advice on the link provided by b noir as well as very similar advice from apple support: http://support.apple.com/kb/TS5376. It worked for me (for now).
Some things of note:
I did all of the things requested by the link I provided
My computer WOULD NOT uninstall Apple Mobile Device Support. I had to manually remove the folder (also as instructed by the url)
I also uninstalled MobileMe. Was a little different than removing the other apps. Follow instructs provided here: http://support.apple.com/kb/HT2992
I did not uninstall iCloud
I have to admit it was a bit scary removing all those things. Is important to note that when re-installing Apple, follow steps to do so as Administrator (the right-click thingy and whatnot).

After downloading the new Itunes update, my compter now shows error: "The program can't start because MSVCR80.dll is missing from your computer". I follwed the Apple fix / steps but it did not correct it. Also, after the update my disk drive is not recognized on my computer. If I load a CD, I cannot even access it.

The steps in the second box are a guide to removing everything related to iTunes (similar to the advice above) and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies. E.g. TS2308: iTunes for Windows: Optical drive is no longer recognized, or "Disc burner or software not found" alert after install.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

Then I got this message "Itunes not installed correctly please reinstall Itunes, Error 7 (Windows Error 126). I have tried re-downloading Itunes but I keep getting the same message. I don't know what else to try? I've ran Microsoft security Essentials to no avail. Also tried my resident troubleshooting programs & they found nothing wrong. Oh I forgot to mention that yesterday Dropbox was installed on my computer & today I received a security notice from my computer to get rid of Dropbox. I then noticed that I had no sound, That is what started me trying to open Itunes when I received all the problems. I deleated Dropbox & the sound returned but the problem with Itunes is still here! I hope I haven't lost hundreds of hours of music. Please any help would be appreciated.

After iTunes requested that I download latest version on PC it now will not open. 2 error messages appear. first: The program can't start because MSVCR80.dll is missing from your computer. If, and only if, you're receiving the msvcr80.dll is missing error when you open Apple iTunes, do the following: (skip this step if your msvcr80.dll error is occurring with a different program)
Uninstall from Windows the following five programs in this order: iTunes, Apple Software Update, Apple Mobile Device Support, Bonjour, and finally Apple Application Support. If you have iCloud, remove it as well.
Uninstalling these programs in Windows is done from an applet in Control Panel called Programs & Features (in Windows 8, 7, or Vista) or Add or Remove Programs (in Windows XP).
Note: Songs and playlists in iTunes will not be removed when you uninstall the iTunes program or any of the other, already-mentioned Apple programs. If you'd still like to back them up, they're usually located in the My Music folder in Windows.
Download the latest version of iTunes from Appleand note the location you're saving it to so you can find it once it's done.
Run the iTunes installation as an administrator. If you're not sure how to do that, see How Do I Open an Elevated Command Prompt? for help. I have Windows 7 and jre installed and first time I have have installed the same sqldeveloper, but after I have tried to installed data modeler, sqldeveloper run in error. I have deleted first sqldeveloper that successfully being installed and then when try to reinstall the installation failed with the reason: "can't start because MSVCR71.dll is missing from your computer...". A new error occured after reinstallation: "Unable to launch the Java Virtual Machine located path...\..\jdk\jre\bin\client\jvm.dll""Please tell me if you have a clue how to fix it and install both sqldeveloper and data modeler. I have been trying to install iTunes several times, I keep receiving the same message when I open it:

Yevass.Hey I finally got an older vesion of itunes to work!!! 10.7 x64 for windows 7
After uninstalling all apple products even quicktime
I had to delete everything from (program files, and program files x64, program data,)
And all downloads from apple, and I went in to search deleted other stuff from apple, and itunes
But definently not my itunes library and Playlist
Down loaded 10.7 x64 for windows 7, but checked (do not start when done)
Then I emptied my recycling bin and restarted my PC
I ran geek tech tool box same as reg cure pro, also PC Tools registry cleaner, and CC Cleaner
Then I emptied my recycling bin and restarted my PC
And wallah... It finally works, and I Love the older version anyways.
Easier to download and transfer music!!!!! -

Attempting to update itunes, received system error" Program can't start because MSVCR80.dll is missing from computer, try reinstalling the program to fix the problem. Question, I can't access Itunes to backup library, how do I reinstall without loosing music library?
It doesn't matter and doing a manual install will not fix the problem either. I'm looking for a solution but no luck yet. I think Apple has given us a bad update.
