You need to restore the iPad.
Use iTunes to restore your iOS device to factory settings - Apple Support
If that will not work, you will need to use Recovery Mode to restore.

In more specific terms. The apps that came on the iPod like the weather and maps and whatnot have been working flawlessly. It's just when I download an app and then disconnect from wifi it's almost like I'm on a timer until the app stops working. It acts like it wants to open, the screen flashes black then resets to the home pages. I've tried all of the basic fixes, rebooting, reseting, uninstalling then reinstalling. But like in my...long...question, the reinstalling option only seems to be a temporary fix. I just recently downloaded the 5.1.1 udate (I think that's what it was) does that have anything to do with it, or am I just derpy when it comes to iPods?

Try downloading any free app from the store (as that appears to reset something) and then re-try them - the free app can then be deleted.

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

Did ios 8.2 update froze on itunes plug in screen and tried to Reset and that didn't work. Then I had to restore, and then had to go to DFU mode to do so then I had reset to factory mode. Black screen. (I never jail broken ever)

I started out just simply trying to update my iphone 5 to ios 8.2 and it got stuck on the itunes plug in screen. I had to wait till then next day to ask my boyfriend to fix it because I have a chromebook and it can't get itunes. He did everthing apple told us to on the website, and it didn't work. We tried to reset the phone and that didn't work so we did the next thing, and tried to do a restore on itunes. However when did that it wasn't working so we put my phone into DFU and tried to do a factory reset. But, it didn't work and my phone ended up just turning black. I can see the back light on the screen (the light stays up like normally when you turn on the home screen) but, there is no logo or anything. Is there anything I can do to save my phone??? Please help. If you need anymore info let me know!

The Problem is resolved by :
Click on the "Start" button. Click "Run." Type the word "cmd" in the open box. When the DOS screen comes up, type "netsh winsock reset." Press "Enter." Type "exit" to close the DOS window and go back to Windows.
Restart the computer.

I'm afraid that unless you are able to contact the previous owner and have him wipe the device, or provide you with his Apple ID password so you can delete the iCloud account, you are out of luck.
With iOS 7, an Activiation Lock was added to deter thieves. This lock prevents anyone but the owner of the device from deleting the iCloud account and restoring the device:

Unless you are able to reach the original owner and get the device wiped or the iCloud account deleted, you are stuck with a brick.

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. This works for some users. Not sure why.
Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.

My I-pod froze just a few moments ago. I tried to put it into a computer to charge the battery because it was getting low. I-Tunes didn't read it at all. I tried restoring it twice and that didn't work. No matter I do, it won't respond. The screen is in the middle of the song and it's just sitting there. Any suggestions on what to do? Thank you!

Mine is doing that too. I tried the Menu/Center button. It's definitely fully charged. I've clicked from Hold/not several times. I've turned off/on. I've 'Reset' - nothing is working. It's been doing this for a week.
I called the 800# - I thought the dude was really nice. I was disappointed to find that I'd hafta pay $30 to have it shipped/$39 for 'agreement'. I've only had it for a couple months...

After installing FireFox 17 I can no longer log on to the video web site VUDU I tried the reset and it didn't worrk now what do I do?

I was using Firefox 15 but kept getting messages to update to Firefox 17 so I did and now I cannot log into my account at VUDU.com. Which by the way is the only web site I have this problem with. It never happened with ver. 15 and only started to deny access in the past week. So why is the question of the day. What did you guys screw up with ver 17?

If you don't have time for the Apple Store then put the computer in a closet until you do. Then make a Genius Appointment and take it in for service.
