How do I turn "in app" button on? Tried passcode and new passcode
Turning off in-app purchases via Settings > General > Restrictions will only stop purchases from within an app, it won't stop you buying more apps, music etc - you can also change 'Require Password' on the Restrictions screen to 'immediately' (the default is 15 minutes during which it doesn't need to be re-entered).

They changed it a bit, but you can still close apps. Double click the Home button to pull up the currently running apps. Side scroll over to the app you want to close, then swipe up on the app *window* (not the icon at the bottom).

Now you swipe downward, the app will appear and you delete, keep scolling to the right as in the past. With the new operating system you also swipe downward to get the search bar to find an app

I recently restored my iPhone 4s from back-up after being reset. An app that I had turned off in back-up did not show up in my recent resoration. I forgot to turn the app back on. Would there be any way I would be able to get the data from that app onto my phone? Is it possible to put an old back-up on my phone?

I believe you are missing the point. The OP has already restored from back up, but failed to include a specific app in the back up and is trying to recover data for it, which in this case is not possible. -

It sounds like more of the storage of your iPad is full. Plug it into your computer and check in iTunes or on your iPad go to Settings > General > Usage and it will sort out in order of what is taking up the most space. Once you figure that out you can either delete what is not needed or import any photos that you may have to your computer. If you want to close out any application that you may have open previously, then double tap the home button and then swipe up on any app that you want to close
