If TM is backing up, can you shut down?
Also, I've designed a 2nd internal drive for TM, I'm backing up for the first time right now. When done, will my TM drive be bootable? Or is strictly for accessing files if they are needed?
What happens when you run out of space? Get a new drive? Archive the full drive?

*Interrupting A Time Machine Backup*
Just make sure your computer shuts down first, and then cut the power to the Time Machine drive. If the Time Machine disk shuts off during a backup it could cause problems later.

Generally, Time Machine is smart enough to pickup where it left off when a backup is interrupted. It deals with the procedure of a normal shutdown or sleep with elegance. But if the backup process is interrupted by a system crash or some form of power interruption, then anomalies are introduced requiring TM to perform a "deep traversal". Since the average incremental backup only requires about 2 minutes, it shouldn't be that much of an inconvenience to just wait for the process to finish.
As for "stopping" a backup, either using the TM menu or clicking the little "x" icon in the TM preference pane will work and should not be considered a dangerous interruption.
*If Time Machine Backup Disk Runs Out of Space*
Are you sure Time Machine hasn’t lost track of your backups and isn’t trying to perform another full backup of your system? This is likely if Time Machine has stopped “pre-thinning” your backup drive before attempting a new backup. You can determine if this is the case by watching the backup attempt in Console.
If it is attempting to perform a new full backup, it may be possible to re-link Time Machine to the old backups again if this is the same computer that generated them to begin with.
On the other hand, your computers drive contents may very well have outgrown the capacity of the Time Machine backup disk. It may be time to purchase a larger capacity hard drive for Time Machine backups. Consider as well: Do you really need ALL that data on your primary hard disk? It sounds like you might need to Archive to a different HD anything that's is not of immediate importance.
You see, Time Machine is not designed for archiving purposes, just as a backup of your local drive(s). In the event of disaster, it can get your system back to its' current state without having to reinstall everything. But if you need LONG TERM storage, then you need another drive that is removed from your normal everyday working environment.
Does that make sense?

    Thanks Michael. Apologies for the slow reply I was away for a bit (holiday blitz at work and visiting family madness etc.etc.) back now, I set both options you requested to "never " and retried the CMS software with no change. 
    I do have progress of a sort though, as a test I took a separate test PC and put a clean install of Win7 on and loaded up the CMS software (it worked perfectly) and then took the version of ole32.dll off that machine and put it onto the computer I had built
    for her (using Linux) and...
    got a new error code. Darn I was so sure I had found a clever solution this time lol.
    Anyway now when the CMS fails it gives me a similar error but the offending module is "ntdll.dll" sooo... I tried taking the "working" version of ntdll.dll from the test box and moving it over (making sure to back up the existing ones
    first so I could put them back if needed) to her new PC and the PC would not boot. 
    It seems to want the original versions of a few Dynamic Link Libraries and if I could somehow give it those while not breaking Win7 it should theoretically work seeing as it no longer errors with ole32.dll. 
    ntdll.dll however seems necessary for Win7 to boot.
    So what I am wondering now is:
    Is there some way to have both versions of the DLL file in the system32 folder (bypassing the "cannot have two files with the exact same name in the same folder" thing) or rename the original DLL's something else and somehow make the CMS look for
    the new named versions so the system has the updated DLL's it needs to boot/run and the CMS has the old ones it wants to run or is there someway to have a self contained install of the CMS, say on a USB flash drive and give it it's own E:/windows/system32/needed
    dll's  path to the files it needs? 
    Willing to try any other options or settings you may have come up with as well.

    Are you talking about where it shuts itself down after going through the shutdown routine?  If it's not doing it automatically when you issue a "shutdown -r now" (or the like) then it's probably an issue with power management.  There's a few ways to tackle that.  Either use APM or ACPI.  ACPI tends not to work all that great on computers that have really old bios.  In that case it's better to utilize APM.  Probably your issue is that the your system may not support ACPI very well or even at all.  However, it may support it, but the kernel is turning it off by default from detecting your BIOS being dated beyond a certain point in time.  They did that to error on the side of caution.  They opted to choose a conservative default assumption since it makes more sense in that at least most systems will be able to boot up without any problems by default.
    My computer used to be able to shutdown automatically through the use of APM, but not ACPI (ran into this issue when I upgraded my kernel from 2.4 series to 2.6 series back when I ran with Debian), but I ended updating it's BIOS and it worked fine with ACPI from there on.  My system is pretty old too, so it doesn't completely implement ACPI.  I think it's laptops that tend to make fuller use of ACPI anyway.  However, it seems like most desktops with the last 8 or so years make some minimal use of it at least.  So you can see there is many ways to approach this issue. 
    First thing to try is to look around in your BIOS setup to see if there is any ACPI related setting, like mentioned earlier.  That's a good place to start.  If you don't see any settings, it either means that your BIOS setup either don't allow you to set ACPI, doesn't support it, or just the current version of your BIOS doesn't allow changing related settings or make use of it.  So naturally, the next thing to check is the manufacturer's sight for your motherboard and find any BIOS related info.
    Upgrading the BIOS is probably the most elegent solution but it can be openning up a whole can worms if you don't know what you're doing.  If you botch flashing the BIOS you run the risk of turning your motherboard into a paper weight.  So the key there is make sure you at least read your manufacturer's instructions carefully and also make sure that your use the right utils and BIOS version for your BIOS and motherboard.  And don't dare have a power failure or shut the system off while it's rewriting the boot block.  That where people run into a serious problem of rendering their system completely unbootable since the system no longer has the most basic of code needed to even get the system to a state that it can even begin bootstrapping.  Technically, the motherboard isn't probably trashed, but at that point you have a chicken before the egg syndrome going on.  You can't get it to boot far enough to boot to anything, much less a floppy, to be able to reflash the bios to get yourself out of the pickle.  So when, and if that sort of thing happens, then it would require replacing the BIOS chip itself which may or may not require soldering. 
    Anyway, don't let that scare you, it's just to point out that when you're doing things like flashing a system's BIOS it's critical  to do it right since it's modifying the system on such a fundimental low-level.  If that part of the system isn't functional, everything else, like HD and floppy being able to load anything, is a moot point.
    If all of that stuff makes you uncomfortable, you may opt to utilize APM instead.  I can't remember exactly how to instruct the kernel to use APM instead of ACPI.  I believe there is kernel parameter you can set in your bootloader's settings.  I can't remember it off hand.  Sorry.

    Then try a Safe Boot, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, reboot when it completes.
    (Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive.)
    If perchance you can't find your install Disc, at least try it from the Safe Boot part onward.

    I'm also using Apple Mail with a POP account and Exchange as well.
    One easy thing to try first is to Rebuild the Mail boxes, choose each Inbox in sequence and go to the Mailbox Menu > Reubild
    Do this for the POP account Mailbox and the Exchange in that order. Try quitting Apple Mail and see what happens.
