We have two iphones in our house (my wifes and mine) I have just set up an icloud account for each phone but both accounts show only the contacts from my phone. What is going on?

fyi, My iPhone was formatted to sync with my iTunes on Mac.

When you get your new phone & connect it to itunes, you will be given the option of restoring from backup or setting up as new. Select restore from backup. This must be followed by a sync to restore your itunes content. Make sure you have at least ONE entry for contacts & calendars in whatever supported application you use for that purpose on your computer. These entries can be fake, that doesn't matter, the important point is that these programs NOT BE EMPTY. When you do sync after restoring from backup, you'll get a merge or replace prompt regarding your contacts & calendar, select merge.

You should have been syncing your contact with your computer all along. Just sync them from the computer to the new iphone.

Yes, but you will not be able to erase it without the password if Find My iPhone is turned on. If you need to reset your iCloud password, read here: http://support.apple.com/kb/PH2617. Of course, you can't reset the password unless it is your iCloud ID.

Log in to https://icloud.com. Do you see all of your contacts there? If you have iCloud enabled on the MacBook and the iPhone they should sync in near-real time. Mine all do. However, all of the contacts on the phone must be in a contact group that is synced to iCloud. If you have contacts from before you set up iCloud they may not be in a group that syncs. You will have to get a 3rd party app that allows moving contacts between groups on the phone, as the built in app cannot do that. There are several in the app store.

Several ways:
You can plug your old phone into your computer, back up it's data, and restore your new phone from that backup, and it will basically behave and have everything your phone has. The only bug is that you have to manually put your videos apps and music on the phone. Don't worry, when you redownload your apps, they will still have all their data from the backup.
You simply email them over wifi by opening each individual contact and pressing "share". You just eamail them to yourself and open the email and download them on your new phone.
If you are running iOS 5 on both iPhones, you can try iMessaging them to your new phone using the same share button and pressing "message".

On my mom's iPhone, if she turns off Contacts in the iCloud menu in Settings and click "Delete from My iPhone," will this delete ALL of the contacts (mine + her previous ones) on my mom's iPhone, or just the 250 that just synced from my iPhone?

You should have been syncing them with your computer from day one.

I've just set up a new gmail account and want to sync the contacts from my work phone to contacts in my gmail. I have nearly 700 contacts to sync so I'm looking to do this in the easiest (and most reliable!) way I can - any pointers? Begin by backing up your contacts as a precaution. You can do this using the free app My Contacts Backup, which will back up your contacts as an attachment to an email. You send the email to yourself, and can later open this email on you phone and tap the attachment to re-import your contacts if necessary. Once you've done that, set up your gmail account as an exchange account as described here:

My daughters iPhone 4 has to have work done and we were told by our phone provider that we had to back her phone up on iCloud before we
get to our Apple store appt. The issue is, we both use the same iTunes account but I need to save our phones on two different iCloud accounts.
I don't want my contacts and pictures on her phone nor do I want her stuff on mine. Was told it can be done but everthing I am seeing says it can't
be done.

You can set up a separate iCloud account for your daughter using a separate Apple ID and continue to use the same iTunes account. The ID you use for iCloud does not need to be the same as the one you use for iCloud.
Just go to Settings>iCloud on her phone and sign in with a separate ID, then turn her data syncing to On, as well as iCloud Backup. As an addiditonal precaution, I would recommend she also import her photos to your computer for safekeeping if possible. This does not involve syscing with iTunes, but instead is done as described in this article: http://support.apple.com/kb/HT4083.
After backing up to iCloud, be sure to confirm the backup was successful before sending in her phone. To do this, go to Settings>iCloud>Storage & Backup and scroll to the very bottom. It will indicate the time of the last iCloud backup under Back Up Now if it was completed successfully.
