My motherboard - Asrock b75 pro3-m - boots in fast mode win 8.1. When set to ultra it starts up in uefi bios controls?
That is because you didn't install Windows 8 in UEFI in a GPT formatted partition but legacy mode so in UEFI mode there is no (UEFI) drive to boot from. Hence booting brings you back to bios (to select something that can be booted in UEFI mode).

To flash create a bootable usb stick (https://forum-en.msi.com/index.php?topic=165175.0).
Unpack the provided archive (TV271MH.301.rar) and put the included file (TV271MH.301) on that stick.
Rename the vbios files to .rom (e.g. one to 301.rom).
Put the atiflash.exe also included in the archive on the USB stick too. Now boot from the stick.
Type atiflash -p -f -noaper 0 301.rom [ENTER] and let it flash the vbios.
