Umlaute Ü Ö Ä ; " iweb 2014

Question

Hello together,
I know there are some answers about my problem but we have 2014 and Maverick.
I wrote a blog in iWeb, uploaded via cyberduck and all german Umlaute Ü Ö Ä,
also the signs " " are changed in hyroglyphes.
Where I can change in ISO 8859-1in iWeb. Its posible??
I also changed in cyberduck from UTF 8 in ISO-8859-1 but nothings helped. (I get this info from a forum)
Do I need another upload codation in cyberduck?
I am searching in the internet for hours and nothing worked, what I tried.
In the same time I could write my blog again  with ue ae and oe and use   ' ', but I dont like the look.

FireFox's info pane says the page is UTF-8. If you look at it in FireFox or examine the actual code in FireFox you get, for example:
If you copy out this sentence into TextEdit you get the same thing. However, if you copy that from TextEdit and paste into the entry box for this thread, or if you download the actual file and open it either in TextEdit or in FireFox you get
Wer sich noch etwas in meiner Lichtsprache anhören möchte
This suggests that it's not Cyberduck which is causing the problem, but the way the server is serving the page to browsers.
How are you entering the text into iWeb? Are you typing it in directly, using for example alt-u then o for ö? Or are you writing it in a word processor then pasting it in (this is often a recipe for problems)?
Using the html codes for diacritical characters would get round it, but I don't see a way of doing that in iWeb. (For example ö is ö or ö )
