Unable to access Adobe Premiere download link after putting in redemption code.

I purchased Adobe Photoshop Elements 4.0 and Premiere Elements 2.0 a couple years ago.  I purchased a new laptop and was able to download Photoshop.  However, I always get an error when I try to access the download link to Premiere.  Am I missing something?

Here are the points that I am not clear on....
1. As far as I know, there are no Premiere Elements 2 installation files to be downloaded from Adobe at this time. The exception
might be if you purchased as download from Adobe with the promise that the files would be available to you in the future for another
download if and when needed. That typically comes with a time limit of maybe 3 years (not sure). To follow up on that, you would
go to the Adobe web site, sign in with your Adobe ID and Password, type "My Orders" in the Search field, follow the "My Orders" link
until you get to your order specifically for Premiere Elements 2. That is the location where the installation files should be if still
available.
2. But "1" becomes questionable with your mention of redemption code. Adobe sales have typically given serial number not redemption code.
This makes me think that you purchased from a retailer. But, then from where are you now trying to download these Premiere Elements 2 installation
files.
3. I do not believe that you are going to be able to install Premiere Elements 2 on Windows 8.1 64 bit. I have a purchased Premiere Elements 2
installation disc, and later today I will try to install Premiere Elements 2 on my Windows 8.1 64 bit laptop.
Do you have any other information on this which would put the matter into perspective for me.

    I have been unable to launch Adobe Premiere Pro since installing it with the error message "Adobe Premiere Pro could not find any capable video play modules. Please update your video display drivers and start again"
    Here are my specs:
    Lenovo Ideapad U400
    Windows 7 (64bit)
    Intel i5 2.5 ghz processor
    AMD Radeon 6470M graphics card
    The only occasion during which I have successfully launched Premiere Pro was after reverting to the default graphics card on my computer and uninstalling AMD Radeon, otherwise, I have tried to change Premiere Pro to run on High-Performance on Catalyst Control Center to no avail, I do not wish to revert to the Standard Graphics Card as it slows down my computers performance one hell of a lot, neither do I wish to have to constantly uninstall and reinstall my AMD Radeon Graphics Card when I use Premiere Pro. Thank you for your time.

    Update:
    - with Intel (R) HD Graphics Card disabled, Catalyst Control Center reports that no AMD Graphic card is installed
    - using Device Manager under Control Panel, AMD Radeon 6470M was verified to be up-to-date
    - Premiere Pro works so long as I disable the Intel card before launch, however, I re-enable it upon startup to get rid of the 800x600 resolution
    - AMD Mobility Radeon Driver Verification Tool is unable to verify and update my driver, refers me to lenovo to update it.
    - My graphics card is up-to-date as verified by lenovo
    - Intel (R) HD Graphics Card now up-to-date
    - Display currently mainly using Intel (R) HD Graphics Card (Possibly why it caps resolution at 1024x768 when disabled) I'm not sure how to switch the main Graphics Card used, Catalyst Control Center doesn't seem to have the option.
    - when disabled, computer reverts to vgasave instead of Radeon
    - Disabling Radeon does nothing to existing display
    - After updating my Intel card, Catalyst Control Center reported CCC was not supported by the current display adapter
    - CCC worked after rolling back Intel card
         From what I infer, I believe the problem to root from my intel card being the main card used, if there is anyway to switch my radeon card to the default instead of the Intel card, do tell me, I believe this may solve the problem, I apologise for troubling you guys, and I'm starting to feel that I shouldn't be troubling Adobe with my problem with AMD, this discussion is probably really out of place but I hope it will help out others with a similar problem.

    Uninstall.
    Go to Creative Cloud App and set in the Preferences, Language of the App to English.
    Re-install.
    I know there is a simpler way by changing a file extention in the root. But I dont know which file and what extention to change to.
    I have seen this for Photoshop.

    My account is Admin, and have started the program "As administrator."
    Have reinstalled elements.
    The computer ran a trial of Adobe Premiere Pro CC perfectly. Have uninstalled it to see if it fixes the problem.
    Quicktime ver. 7.7.5  It is up to date.

    What version of Premiere Elements are you using on your Windows 8.1 64 bit computer? For now I will assume Premiere Elements 12.
    If you are running the program from a User Account with Administrative Privileges, then please apply Run As Administrator
    a. by right clicking the desktop icon and clicking on Run As Administrator
    or
    b. by right clicking the desktop icon, selecting Properties, and then putting a check mark next to Run As Administrator found at the bottom of Compatibility Tab's
    "Privilege Level". You could also apply Run As Administrator to the Adobe Premiere Elements.exe file, but one or the other above should do the job.
    In the final analysis, you may probably end up with Premiere Elements 12 uninstall usual Control Panel route, free ccleaner run through (regular cleaner and registry cleaner parts), and reinstall with antivirus and firewall(s) disabled. Did you use a "Clean Tool" for the removal of Adobe Premiere Pro CC.

    There's been a few of these today. I think there must be a problem with the redemption server and you probably just need to wait a while and try again.

    be sure to follow all 7 steps listed on that page.
    if you have a download problem, you didn't follow all 7 steps.  typically, failure to meticulously follow steps 1,2 and/or 3 is the problem, but your browser must also allow cookies so that's (a restrictive browser setting) another potential source of problems.

    Let's address that for a moment.
    I replied to your OP about 8 mins. after it was moved here. Much of that time was gathering the links to those articles, most of which I wrote, and have bookmarked. Each contains several links (one, probably 15 links).
    In ~ 30 mins. you report that there was nothing helpful in any of those articles or the ones linked to, from them. Though I wrote the articles (most anyway), it would have taken me that long to read each article, and just open the links, with almost zero time to do any of the things suggested. Just tracking down error and warning messages in Event Viewer, and following the links in any of those, would have taken at least that long.
    You state that you had the same issues with the trial version.
    I had the same issue when I was trying to use the trial version.
    In the world of troubleshooting, this is a pretty fair indicator that there is something wrong with your computer, or your OS. If nothing else, it indicates that a problem existed before your recent installation of PrE.
    Now I will have to search for return/exchange options since it is not launching by double clicking like every program does.
    Actually, Adobe makes this part very easy. Just return their software, within 30-days of purchase, and you get your money back.
