Unable to call procedures

Question

Hi,
I cannot call the 2 procedure successfully. Can anyone please advise me on that...
I tested it...the programs seems not able to read this 2 line:
conn.prepareCall("{call grant_permission(?)}");
conn.prepareCall("{call insert_file(?,?,?)}");
This is the 2 procedure that i wrote:
First Procedure:
create or replace
procedure grant_permission (p_file_name varchar2)
