Unable to install an app, but still getting charged.

I've been trying to download an app that I have to pay for, but every time I try to input my payment information it would say that my card information didn't match the bank records (even though it was all correct) and wouldn't download the app. However, when I checked my bank account, I was charged $15 worth of $1 deductions with no app installation.

you need to get in touch with iTunes Support.
The $1 charge is probably for confirmation that your payment details are correct and normally it is refunded, but it is better that you check with iTunes Support.

    Can you try going through the steps outlined in the two faq's below.  Also, where you able to go to the Flash Player Version page and see both the animation and flash player version number displayed?

    I'm an Iphone 4 Verizon user; I have IMessage "ON"; send as SMS "OFF". I message with another user who has IMESSAGE "ON". The message screen is blue, not green.     Has nothing to do with signing on with Apple. If this is happening, I suggest as razmee209 did and contact Verizon. Have you tried turning off cellular or going to Airplane mode and turning wifi back on and sending. Do you  find a charge then? The charging of SMS/MMS is a carrier function, so I would believe they would need to investigate/correct.
    I do remember reading sometime in the past of Verizon having a issue with a charge such as this. Try searching the forum and see if you can find a similar post.

    Greetings Alex,
    You should be able to download the exact same app from the iTunes store to a different device at no extra cost.  Its possible you might be downloading an iPad only version of an app you happen to have on your iPhone although I'm not familiar with an example of this. 
    If you are being charged:
    1. Make sure you are using the same iTunes Store account (AppleID) on both devices.  Your purchases are tied to the AppleID so if you don't use the same one to download the app that you used to buy it the first time,  you'll be charged.
    On the device you originally bought the app in question:  Go to Settings > Store -- note the AppleID here
    On the device you re-downloaded and were charged on:   Go to Settings > Store -- note the AppleID here
    If these AppleIDs are different then you have your answer.  You are making purchases with two different accounts so logically you've been charged twice.  Decide which AppleID you wish to use from now on and on the device which does not currently have that ID and tap on it in the Store section of the settings and login with the other AppleID.
    If these AppleIDs are the same then something is going wrong in the process.  Contact iTunes Store support email to have them take a peek: http://www.apple.com/support/itunes/

    - The iPod uses the location of a nerby or connected router to determine it location based on a database of routers and their location. It appears that the routers near y are not in Appl'es database.  As of yet, nobody here seems to know how to get routers added to the database.
    - If you go to Strtbucks. McDonalds or another networks does the location show in the Maps app?

    Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

    You can have apps purchased from more than one account. It does complicate update apps though.
    - Go to settings>Store and sign out and sign into your account.
    - Apps are locked to the account that purchased them.
    - To update apps you have to sign into the account that purchased the apps. If you have apps that need updating purchased from more than one account you have to update them one at a time until the remaining apps were purchased from one account.

    iTunes has various components bundled with it that it requires for general usage. I advise that we completely remove iTunes and all of these related components, verify that they have been removed, then reinstall. To do so, please follow the steps in this article:
    Removing and reinstalling iTunes, QuickTime, and other software components for Windows Vista or Windows 7

    Note: it is important to remove the 7 components in order. Uninstalling these components in a different order, or only uninstalling some of these components may have unintended affects.
    If the above does not resolve your issue, I recommend we reset the SC Info folder:

    I am unable to retrieve my emails since yesterday.  I called Time Warner Cable, my Internet provider, but they could not help me; they stated that the settings had changed, since they were upgrading.  I adjusted the settings, but still get an error message:

              The server returned the error:  The connection to the server "smtp.roadrunner.com" on port 110 timed out.
    I changed the server, and the port, as Time Warner Cable tech rep recommended, but to no avail.  They recommended I delete my current email account and recreate it, but that I check with Apple first, because I might lose my contact list (and any email messages I'd previously saved!?).  They suggested Apple might be able to tell me how to not lose the contacts, emails, profile.
    Any help would be appreciated.

    What version of iPhoto did you have and what version do you now have? Of the OS? If you are upgrading from iphoto '08 or earlier did you download and RUN the iphoto library upgrader?

    Take a look at iTunes for Windows: "Error 7" message when opening iTunes. Perhaps your .NET Framework needs a repair.
    For general advice see Troubleshooting issues with iTunes for Windows updates.
    The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down page in case one of them applies.
    Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.
