Unable to running Ext Jar

I could not open deployment descriptor file like this with Jdevelopper11

I'm not sure what you are trying to do, but the namespace for the file you are trying to open, "http://xmlns.oracle.com/jdeveloper/101303/deploy/jar", does not seem to be intended for JDeveloper 11g.
Maybe some more details about what you are trying to do, and what goes wrong, could help people in this forum to make relevant suggestions.
