Unable to text non-iPhone users

I purchased an iPhone 5c on Dec. 28. When I text non-iPhone users I get the following message, "Cannot Send Message - MMS Messaging needs to be enabled to send this message."
MMS Messaging isn't an option in settings with iOS 7. I have "send as SMS" enabled as well as iMessage.
It does not matter if my cellular data is on or not. I have tried it both ways.
I am not trying to send pictures, video, or sound, only text.
I am not trying to send group texts.
What can I do to get texting to work?

If it is a long message the following quote from http://support.apple.com/kb/HT3529 might explain the problem:
Some carriers may automatically convert long SMS messages (ones that would require multiple SMS messages to send) into MMS format.

    I've tried clicking on the intended recipient's number in my Contacts, and typing the number in manually, but I get the message "Your message could not be sent.      XXXXXXXXXX is not registered with iMessage."   Does anyone have any suggestions?

    I followed all of the directions and was able to get FaceTime on my MacBook Pro to make a phone call through my iPhone 5S in close proximity. But, I cannot get Messages on my MacBook Pro to send a SMS text via my iPhone 5S. I cannot believe that it only works with an iPhone 6! That would be a HUGE disappointment!

    You use Restore to get the latest firmware build, not the Update button. You can only use the Update button, if there is an iOS update, say iOS 5.1.

    That is only for sending SMS if the iMessage user is not available via wifi or data.
    If sending text to non-iphone user, that setting does nothing.

    Text messages rely on your cellular carrier's SMS system when going to non-iPhone users.  Contact your cellular carrier and make sure your plan includes SMS.

    Hi I have an iPhone 4 with bell, I am unable to send pictures via text message/to non-iPhone users. I've been able to send them before using wifi, but not now. I've tried turning off iMessage, resetting network settings, mms on SMS on, I don't have data but wifi always worked before hand. I've tried sending to iPhones using text message, to HTC, and a blackberry but neither work and I cannot receive from the black berry nor HTC, please help, this is frustrating.

    I woke up this morning and my iphone 4s will no longer send texts to non-iphone users.  I checked my SMS settings and they are fine.  I reset my network settings.  I restarted my phone.  Nothing is working.  I don't know how to fix this.  I can send imessages just fine.

    The ONLY SMS settings is: Settings > Messages > Sends as SMS > ON.  Is that what you mean?
    Did you contact your carrier to confirm that SMS is still provisioned in your account?

    Hi,
    As I said the Menu Item has disappeared in Messages but you can still get it to send SMS Messages via an AIM Account to a "Buddy" that is the phone number with a leading + 1 for the country code (although it was never  rolled out world wide).

    The Menu items in the Buddies menu (This is from iChat 5) do not appear unless the computer ius set to be in the United States.
    They don't appear at All in Messages (whether the computer is set or not.)

    My bad,  It was a Verizon problem.  When they upgraded my phone they were supposed to remove all blocks on messaging . Found out they did not do this.  All messaging now works.  Thanks for listening.

    On or after January 1, 2013 (that was the last day that it worked), I lost the ability to text pictures to a non-iPhone user.  Can you help, because my daughter misses the pictures.  If it matters, I am on AT&T and my daughter on Verizon Wireless.

    99.9% of the time, if you can send/receive SMS's, & MMS is turned on in settings, the problem rests with your carrier, not your phone. So, call your carrier & have them reset MMS for your account. MMS is a carrier feature & must be properly provisioned to work.
