Unable to update by billing information and credit card info

Hello,
I urgently need to download a business application and I had not been able to change my credit card type to be use in my apple iphone.  I does not have the credit card that I had been using in my previous iphones and I want to change it but the message that the iphone is indicating that the info does not match my bank records.
Please let me know, what I can do to solve the problem asap.

Thank you for the details of the issue you are experiencing when trying to update your billing information associated with your Apple ID.  Many times this is caused by a formatting error:
When there is a mismatch between the iTunes Store's records and your credit card company's records, you will receive an error message stating that your credit card's security code isn't valid or that your zip code does not match your bank's records.
In most cases, this issue is caused by a formatting error in the billing address that you have provided. You can correct the issue by verifying that the information you have provided is correct, or by changing the format of your address to match the format that your credit card company has on file.
I recommend following the steps below:
You can verify and/or modify your billing address by following these instructions:
Open iTunes.  If you are signed in to iTunes, skip to step 4.
Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
Choose Store > Sign In.
Enter your account name and password, then click the Sign In button.
Choose Store > View My Account.
Click the Edit Payment Information button.
In the Payment Method section, choose None.
Click the Done button at the bottom of the page.
Click the Edit Payment Information button again.
Enter your billing address exactly as it appears on your credit card statement.
Select your credit card type in the Payment Method section.
Enter your credit card information, your card's security code, and the expiration date.
Click the Done button at the bottom of the page.
If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorizations have the correct information on file.

    Are you changing the country/region to Tunisia in your account information before you are trying to put in a new credit card and billing address for Tunisia?

    It's a credit card, not a debit card ? As far as I know that message will show if you are trying to use a card that was not issued by a bank in the same country as where your iTunes account is based (and you need to be in that country).     You might want to double check the information that you changed. The billing address that you entered for your credit card must match exactly what it says on your credit card statement and that could bw why you are getting this message.
    If the address on your CC statement has your Street showing as "Street" and you are using the abbreviation "St.", things like that can cause problems. Maybe a spelling error in your iTunes information - anything like that could cause this.

    It asked me that too.Don't worry and just put it in. Itunes doesn't charge unless your son buys something. The password happens to me all the time. Credit card was only once. Just make sure your son knows not to buy anything without permission so he doesn't accidently charge you something.

    I gave my mom an iPad as a present and set up an Apple ID with her information. However, I am paying for all of the related purchases and subscriptions with my credit card.   • About the ios8, family share, and credit card info.

    Ok well I love the idea of family share and the IOS8 idea, but I didn't like the idea of putting a credit card info into this family share and thing why can't it work with just a gift card. It's about the same thing isn't it. Its like if the gift card gets to the point where the user needs funds why can't we have that option. I mean I'm an Apple Fan and honestly the gift card or credit card is the same idea the company is not losing any money and well. I feel that the customers should have an option to how they would like to make payments. please respond to this if anybody can tell me why we can't have that option. Thank You.

    If there is credit card information, exceeding the value of a gift card just means the credit card is then charged.  If multiple family members tried to purchase at the same time and there was only gift card credit in the account they could get caught in a billing problem if the system didn't keep up with the charges fast enough.  Requiring a billing channel that is not based on a fixed value is just a way to make sure funds are available for all family members.
    And the Ask to Buy restriction is a way to keep underage members from buying without controls.

    iTunes uses your credit card even on free downloads to verify your account and to make sure you have a payment method in case you use in-app purchases.
