Unidentified Locked File Prevents PS CS6 From Opening

Photoshop CS6 (64 bit/ Windows 7) installed and ran perfectly. On second and subsequent runs, I get the Windows message "Could not open a scratch file becausethe file is locked, you do not have nevessary access permissions, or another program is using the file. Use the 'Properties' command in Windows explorer to unlock the file." The message does not specify which file is locked or by whom.I run as administrator, and this is the first program I run - only system programs should be running in the background. Tried PCMag TaskPower, which supposedly provides a list of all locked files and allows you to force an unlock,  but could not ID any possible culprits.

Many people try to relocate things off of C: in an attempt to use a too-small SSD, or sometimes to reduce the write load on an SSD.
Photoshop does NOT work well in this condition. 
I don't know why, but I *DO* know I've seen quite a number of reports here by people who must run it As Administrator that say it does not like relocated folders.
Other things besides Photoshop don't work as well with this kind of activity either.  Basically you're banking on every programmer always following all the rules to retrieve the folder locations, and doing all the right things - rather than hard-coding paths.  And why use the super-fast SSD technology if you're going to move all the stuff that actually gets accessed off onto another (spinning) disk?  It seems silly.
Fundamental advice:
1.  If you're going to build a system using SSD, don't skimp.  Overprovision a huge amount of extra storage for drive C:.  You can do this with a very large SSD or an array of SSDs.  Then you need not worry about relocating things that just work better if left in their default locations on drive C:.
2.  If you're worried over the write load on your SSD, know that modern SSDs (within the last year) have implemented significant advances in flash write balancing so that this is essentially a non-issue.  Pretty much any modern SSD should run for 10 years under normal use (i.e., without special settings or backflips to relocate data).
As proof of the above advice, on my Windows 7 system I have personally configured a large SSD RAID array as a 2 TB drive C:, allowing everything to be at the default locations, and all is well indeed.  I even have Photoshop's scratch files on C:, and to be honest I can hardly tell when the RAM fills and Photoshop begins heavily accessing its scratch files.

    There is no need to download anything to solve this problem. You may have installed a variant of the "VSearch" ad-injection malware.
    Triple-click the line below on this page to select it, then copy the text to the Clipboard by pressing the key combination  command-C:
    /Library/LaunchDaemons
    In the Finder, select
              Go ▹ Go to Folder...
    from the menu bar and paste into the box that opens by pressing command-V. You won't see what you pasted because a line break is included. Press return.
    A folder named "LaunchDaemons" may open. Look inside it for a file with a name of the form
              com.something.daemon.plist
    Here something is a variable word, which can be different in each case. It could be "cloud," "dot," "highway," "submarine," "trusteddownloads," or pretty much anything else.
    There may also be a file named
               com.something.helper.plist
    in the same folder.
    Leave the LaunchDaemons folder open, and open the following folder in the same way:
    /Library/LaunchAgents
    In this folder, there may be a file named
              com.something.agent.plist
    where the word something is exactly the same as before.
    If you feel confident that you've identified these three files, back up all data, then drag the three files you found to the Trash. You may be prompted for your administrator login password. Close the windows and restart the computer.
    Don't delete the "LaunchAgents" or "LaunchDaemons" folder or anything else inside either one.
    The malware is now permanently inactivated, as long as you never reinstall it. You can stop here if you like, or you can remove two remaining components for the sake of completeness.
    Open this folder:
    /Library/Application Support
    If it has a subfolder named just
               something
    (where something is the same word as before), drag that subfolder to the Trash and close the window.
    Don't delete the "Application Support" folder or anything else inside it.
    Finally, in this folder:
    /System/Library/Frameworks
    there may an item named exactly
                v.framework
    It's actually another folder, though it has a different icon. Drag it to the Trash and close the window.
    Don't delete the "Frameworks" folder or anything else inside it.
    If you didn't find the files or you're not sure about the identification, post what you found.
    If in doubt, or if you have no backups, change nothing at all.
    The trouble may have started when you downloaded and ran an application called "MPlayerX." That's the name of a legitimate free movie player, but the name is also used fraudulently to distribute VSearch. If there is an item with that name in the Applications folder, delete it, and if you wish, replace it with the genuine article from mplayerx.org.
    This trojan is often found on illegal websites that traffic in pirated content such as movies. If you, or anyone else who uses the computer, visit such sites and follow prompts to install software, you can expect more of the same, and worse, to follow. Never install any software that you downloaded from a bittorrent, or that was downloaded by someone else from an unknown source.
    In the Security & Privacy pane of System Preferences, select the General tab. The radio button marked Anywhere  should not be selected. If it is, click the lock icon to unlock the settings, then select one of the other buttons. After that, don't ignore a warning that you are about to run or install an application from an unknown developer.
    Then, still in System Preferences, open the App Store or Software Update pane and check the box marked
              Install system data files and security updates (OS X 10.10 or later)
    or
              Download updates automatically (OS X 10.9 or earlier)
    if it's not already checked.

    When I create an AcroForm, it does not behave the same when someone fills it out in Preview, and when I receive the completed form back from them, some of the information in the form fields is missing.

    You can't stop them doing it (except by standing next to their computer with a heavy stick).
    You could consider having a large field on the page warning that the file is not to be used (or whatever), which is hidden using Acrobat JavaScript.
    Be aware that we are now dealing with a very large set of PDF readers.
    Included with computers: Mac OS Preview, Windows Reader.
    Included with browsers: Chrome, Firefox.
    Included with portable devices.
    Anyone who gets a computer these days in fact gets a PDF viewer which is bad with forms. You need to give them a compelling reason to download extra software. (Or, frankly, give up on PDF forms. I think their day has passed for a general audience who could fill in a browser form).

    A couple of websites I occasionally visit open up a second window to a spam website. I have put an entry in my Hosts file to prevent Firefox from connecting to the spam websites, so the second window is empty. However, it's still a little annoying.

    Unfortunately, the link you posted tells me exactly nothing. My question is "How do I prevent a website from opening unwanted windows". These are full Firefox windows, just like you would get if you right clicked on a link and selected "open in a new window".
    There are only two possible answers:
    (A) To block unwanted windows, do this ________ (insert answer)
    or
    (B) It's not possible.
    If the answer is (B) then the follow-up question is -- Why Not?

    I'm in a regional office. Corporate uses Kerio Connect 7.0.0 for email. Today 5/7/10 I started having problems whenever I open an email of ANY type, I can view it in viewing pane, but double clicking it gives me the message "Firefox prevented this site from opening a pop-up window." NOBODY ELSE in my company has had this problem (I have had it happen a few times in the past, but not ALL emails like today!). I am on my own in a regional office, so guidance would be greatly appreciated.

    I have tried this and it is not working. The only thing I can think of is that Firefox automatically upgraded to the 3.5 version I believe sometime last week, which is when I truly began to see the problem.
    No wonder I have avoided upgrading! It seems to me that Firefox STILL has not corrected this problem.
    I have seen multiple people as late as last week complaining @ same issue and they are reverting back to FF 3.0.
    Sound like this is my only solution.
    If anyone has any other ideas, please let me know.

    The thief is responsible.  Not Apple.  You seem to be directing your anger at the wrong people.
    No phone manufacturer will do this.

    It mentions "loss"  NOT theft.  you cannot find a mention of theft protection.  Find my iphone is NOT theft protection and has never been advertised as such.

    to explain the scenario, i am basically a D7000 user and I do post production with Windows computer. But for an assignment I have hired D800, they have provided me their SD memory card. I have used the same memory card while shooting.
    I have transferred the NEF files from the camera using Nikon software. The transfer was successful but i am not able to open the Raw NEF file with ACR. Even my plugins are updated till date.
    The NEF thumbnails are having small lock logo in the bottom left corner. I do not know what does that mean. Like this.
    Kindly let me know what would be the prob? if my RAW files are corrupted kindly let me know how will I recover them?

    You can restrict editing and printing of a PDF document by setting permissions when you create the initial PDF. This can be done as:
    Open Word document to convert.
    Go to Acrobat tab on Word ribbon -> Select Preferences button.
    On Security tab of the Preferences dialog, tick mark the check box for "Restrict editing and printing of the document. A password will be required in order to change these permission settings."
    Specify a password in "Change Permissions Password" tex box.
    Click OK.
    Input the password again in the confirmation dialog.
    Go to "Create PDF" button.
    The PDF thus created, will have editing restricted. And Word 2013 will not be able to open it.

    No. However, you can have a layer covering the content of the file which can be made hidden using JS code when the file is opened.
    But the user will still be able to hide the layer manually.

    Okay, so I finally got the "Critical Quicktime component missing" error message off of there, but now everytime I try to open iTunes, it says that i has "stopped working" and DEP prevents it from opening.     First check to see if QUicktime works normally, iTunes will not work without it.
    If Quicktime is OK, then use this troubleshooting article:

    Have you installed any of the following:
    ACE & K-Lite mega codecs package, QT alternative, Storm codec, WinAVI video converter, Mpcstar, (possibly starcodec pack, 3ivx)

    Then download the version of Quickime without iTunes:

    When you come to your C:\Windows\system32\ folder you can delete any file or folder with Quicktime in the name.
    Restart you computer
    Install the stand alone Quicktime and check if it starts.

    You can lock a sequence as not viewable. Is that what you mean? It will still be openable, but will require a password to view the contents.
    Look on the advanced tab of the sequence file properties dialog. You should see a password setting section. You can lock it as not viewable or not editable.

    On the site oldnavyweekly.com there is a .swf that prevents users from opening multiple instances of the site at the same time on the same computer. If you open the site, and try to open it a second time in another window, it won't load. You can't open the site again until the first window is closed. How did they implement this?
    From my analysis it is NOT:
    1. Cookies - The block still takes place if you try opening it in IE and also try opening it in Firefox simultaneously.
    2. Flash Cookies - The block still takes place if I disable flash cookies.
    3. IP Based Block - You are not blocked if you open the site on two separate computers with the same outbound IP address. From my analysis, their server does not assist in the block at all.
    It seems as if their .swf is creating some kind of global system-wide object that can be detected in other instances of the application on the same machine. How did they implement this?

    actually, unless you take an extra step, the first opened swf will close.  if you want the 2nd to close, the initial receiving lc will send a message to sender that causes the sender to close.
