Unlock by att of a replacement iPhone 4

I bought an iPhone 4 off ebay (US - locked by AT&T) in June 2010. It broke in August 2010 and the Apple store gave me a replacement iPhone 4 unit from behind the counter. In other words the unit could not have anything tying it to any AT&T contract. But the unit was locked to AT&T.
I called AT&T today to request that they unlock this replacement unit. AT&T checked the IMEI and said that "security reasons", we cannot unlock this phone. They would not explain what "security reasons" means.
Does anyone know if I should keep calling AT&T until I get a positive answer from them ? or is there another avenue to get the unlock (like calling Apple) ?

Locked iPhones are tied to AT&T. Are you an AT&T customer? If you iPhone meets there conditions they will unlock it.
There are a few potential situations that could complicate the otherwise simple unlocking process:
Did you buy an iPhone used, or through a service other than AT&T or Apple? You may need to provide a receipt of purchase

    The nice thing about owning this overpriced POS is that Apple not only doesn't support it, but also doesn't want to hear about anything negative regarding it.  So I spoke to the so-called "support" people at Apple who successfully screwed up my contacts beyond repair.  I got a nice email from Apple asking me to rate the support I got.  I was actually civil and described the issue tactfully.  What do I get in return?  Nothing.  Not a damned thing!!  You're luck you've got me by the short hairs on a 2 year contract but I'm still tempted to throw this POS through the front window of the nearest Apple store!!  Not only will I be replacing this phone with a competitive product but I won't be buying anymore Apple crap.  I guess when you con 27 million people into believing your rhetoric and sales lies, you don't have to care whether some customers get screwed or not.  I'll be going back to Verizon and threatening legal action if they don't take this electronic dung heap back but I'm sure the teams of lawyers Apple and Verizon have on staff have insured that I have no rights in this matter and you're free to screw me anytime you please.  Sad.     I can't sync my iPhone and back up my data with my computer because iTunes says to enter the passcode into my iPhone to unlock it, but I am unable to unlock and enter in my passcode on my iPhone because the screen is shattered. I have my replacement iPhone with me and I'm not going to activate it until I can sync/get the data from my broken iPhone. I have the envelope to send my broken iPhone back to the Verizon store or whatever so that's not a problem. I just can't sync my old iPhone with my computer.

    Now I have a few more questions: If I mail my broken iPhone to Asurion, will I be able to get my data off of my iPhone once Asurion has it? And what will happen to my old iPhone and the data on it if I activate my replacement iPhone? Will my broken iPhone just become de-activated and will the data be erased or lost or something? Could I still sync it (with the computer ir originally synced with) and back up the data?

    2. Restore in iTunes as NEW (without using a backup)
    3. If it still won't work off power, there is a battery or hardware failure.  Take it to Apple or whoever provides iPhone service in your country.

    Hi there.
    I use an iPhone with the Canadian provider, Fido.  I purchased the phone from Fido and signed up for a 3 year contract in order to recieve the phone at the reduced price.  I understand that Fido performs a carrier lock on the phone when you sign up in this way so that the phone can only be used on the Fido network. 
    At the moment I am in the process of cancelling my contract with Fido and switching over to another provider in Canada.  After doing some research, I found out that Fido offers a service where they will unlock your phone from their network when you finish your contract, for a fee.  Since I am cancelling my contract and paying the early cancellation penalty, my contract will be satisfied and I will be eligible for the unlock service.   My plan is to have my iPhone unlocked by Fido so that I can use the phone with my new provider. 
    My question is this: If I have my phone legitimately unlocked by my provider, will Apple send me an unlocked phone in the event that their is a hardware failure covered under warranty, and I need a replacement iPhone?  All my previous replacement iPhones have been, to my knowledge, locked by Apple back onto my provider before they are sent to me.  But, it would be awfully annoying if a replacement phone came to me locked onto an old network that I no longer use.

    Are you sure about this? I thought so too, but when I received my replacement iPhone 6, it was locked again.
    I bought a carrier locked iPhone. Then it was replaced with another carrier iPhone. This second phone (first replacement) was then unlocked. Later the unlocked iPhone was replaced with a third phone (second replacement). To my disappointment the second iPhone replacement is locked.
    The Authorized Service center said that Apple made a mistake and should unlock it remotely ASAP. Apple Support however, says that iPhones are replaced with specifications of the originally initially purchased iPhone. If the original was unlocked, they would replace it with unlocked, but if it was locked then replaced with a locked and then unlocked by carrier. The carrier should be contacted again to unlock future replacements. I know it sounds ridiculous and illogical.
    If an iPhone has been unlocked (obviously by a carrier), why would you replace it with a locked iPhone and ask the customer to contact his carrier and request another unlock for the replacement iPhone? So inefficient and could be a problem if the carrier allows only one unlock per year per line like most do, or if you are no longer a customer of that carrier.
    Interestingly I found the following on Apple's "Hardware Warranty". Retrieved from: https://www.apple.com/legal/warranty/products/ios-warranty-document-us.html):
    "Following warranty service your Apple Product or a replacement device will be returned to you as your Apple Product was configured when originally purchased, subject to applicable updates.”
    What I understand from this is that replacements will be configured exactly as the originally purchased including any updates made to it. I believe unlock is considered an update.
    Apple Support argues that the second device was unlocked (updated), but the original (initial / first) device was not unlocked. Therefore, I should deal with my old carrier to unlock this one.
    How insanely ridiculous is that???

    No, your replacement will be exactly like the phone you turned in...in other words, if your phone was carrier locked, your replacement will be carrier locked.

    The 4s I keep in Russia with my friend...it was ATT and they unlocked it before end of contract but with extenuating circumstances. The 5 is new last week and I need it unlocked to go to Russia later this summer. I have requested unlock from ATT and they refused twice...first with following procedure and second with phone call. I do not understand their ignorance on this...if you in a contract you either pay for it by the end of two years or you pay when you cancel so you pay regardless...so why not unlock? Why do they no drop you contract price when you have paid out the two years?

    You can ask Apple support for the replacement receipt, this receipt would have the old iphone information(including Imei) and the replacement iphone information.
    I had a problem like you and they sent me that information, then with the old imei you can unlock your iphone
    Another way to take the old iphone imei, you can look for the original iphone box, yep, the one i hope you saved carefully somewhere in your house hahaha. The imei is showed on the bottom of the box down-right corner.

    I wanted to pass the new Iphone 4 onto my sister but i was on Vodafone & shes on 3.

    Bearing in mind its a whole new handset.

    The replacement handset will have the same carrier profile settings that the old one had.  If the old one was carrier locked, the new one will be as well.  You can always ask the carrier to unlock the device. It's up to them.
    If they agree, the process takes a few days to work thru the system, then you restore the replacement iPhone 4, and the new carrier profile (sim-unlock or carrier unlock) will be applied.  But again, it is at the carrier's discretion.

    If you restored the iPhone and received the "your phone is now unlocked" message, then the unlock was probably successful, but the only way to know for certain is to try is with another carrier's SIM.

    I just bought an unlocked Iphone 5 a few weeks ago. I'm using it perfectly except I don't have a nano sim inserted. I have AT&T. I had a Samsung before buying the Iphone 5 and I blocked the internet access through cellular service on the Samsung. I was wondering if I buy a nano sim (using my old number) and insert it in my Iphone 5, would it automatically register me to a data plan? Would it automatically connects to the internet through cellular service even though I've never signed up for it? Yes I only want to use the Wifi on my Iphone. I do not want to pay extra money for the data plan. Keep in mind that my Iphone is unlocked already. I heard my friends saying that if you use an ATT sim on an Iphone, it will force you to use internet through the cellular service. Is that true?

    That is true, AT&T does not allow the use of smartphones without a data plan on their network. Unlocking has nothing to do with this and I'm wondering why someone would pay that much money for a phone they are not going to use.

    You have a phone that was returned as defective. How it got into the market again is anyone's guess, but the ONLY way to resolve it is to call Apple, and that may not resolve it either if it was pilfered by someone at an Apple repair center.
