Unlock varizon iphone 4s outside US (Thailand)

I am in Thailand now. A friend of mine just received an Iphone 4s from his relative living in US. The phone is locked or not activated. I already restored the phone to IOS 6.1.3. However, we still need to activate the phone. When I look at the sim card, I see that the previous owner have used Varizon network because the sim is Varizon sim. I aware that the phone is locked because it is restricted by the contract. Until the contract is over, we cannot change our mobile carrier. Therefore, we asked the previous owner to clear their contract with the carrier and they did it already. They already clear the bill. It's mean the phone is free and can be officially activated with other sim in other country.
My frined is living in Thailand therefore he want to use Thailand mobile network. But the problem is we do not know how to do it. Should we contact Varizon again or apple? Who is responsible for unlocking the Iphone? We are confuseing with that. Since we have already clear the bill, it's mean the contract is over and the Varizon should let the phone free, right? Therefore, we need your advice. Please give us instruction, and any contact information that might be helpful for us to activate the iphone.
We already went to the phone shop and they said we need R Sim. I don't know whether that sim will really work or not. Therefore, please give us your advice. If you need more information such as serial number, phone number, I can provide that too. Thank you!

The process is contact your network supplier .
Ask IF they offer unlocking.
IF yes request the unlock and pay any fees requested.
Your network supplier then contacts Apple to request the White listing (Unlocking) of your phone on the iTunes servers.
Apple do this -It takes anything from 3 days to several weeks to complete.
On completion Apple confirms this back to your Network supplier (NOT YOU)
Your network supplier contacts you via email or SMS inviting you to connect your iPhone with your computer via the supplied USB cable and launch iTunes and follow on screen prompts through to the "Congratulations your iPhone is now unlocked" screen.
All these steps need to be carried out with the ORIGINAL SIM and by REGISTERED account holder used when setting up the phone.
Once the Congats...... screen has been reached you can swap out the REGISTERED SIM and replace with a compatable SIM on another network.
CAVEATS
All above steps must be completed whilst directly connected to the registered network and can not be done when roaming -The mobile operator WILL check this using identifiers and mast triangulation.
Only the original SIM and Account holder can initiate an unlock- If you bought the phone used/second hand you CAN NOT UNLOCK through official routes
Once unlocked use of a Mobile Virtual Network SIM may result in difficulties sending SMS messages.
You may have to go into Setting /Network/Cellular/Cellular Data Network and enter the correct settings manually.

    The forms they ask you to fill out dont work with Safari, it seems they only work with IE as the browser.
    My understand is that to unlock the phone  will need a SIM with the original phone number on it  inserted into the phone for the phone to connect to itunes to complete the process.
    Hence to my question:
    Whose iTunes account?
    Is it the original owner?
    Why iTunes?

    The iTunes account doesn't actually matter. The phone is identified by the IMEI not the iTunes account, as you can have more than one phone per iTunes account.
    Is it the original owner?
    No.
    Why iTunes?
    Because iTunes performs tha actual unlock after talking to Apple's unlock database to check the phone should be unlocked.

    Hi I have a locked iphone 3g factory purchased in the U.S. and now I find myself living outside the country, I wonder if an operator can proceed with unlocking the iphone so I can use the sim card of the same operator.

    If it was purchased in the US, it is locked to AT&T. AT&T is the ONLY carrier in the US ever to sell the 3G or 3Gs and all of them are locked.
    AT&T will NOT unlock iPhones for any reason. Sell it and purchase an unlocked phone. You can NOT get it unlocked legitimately.

    I have recently purchased a used iPhone 4S with 5 months remaining on the 1 year warranty (not eligible for Apple Care). Buying used while everyone is upgrading to the new 5 allows me to buy into this market - already have a Mac Book - sadly, can't afford all the luxes brand new.
    The phone is with Rogers but I would like to stick with Bell and if I pay Rogers the fee to unlock my iPhone (no longer under contract) will it be permanent? Do they inform Apple that my iPhone should be added to the Apple Registry.
    I am asking this because while I was in Jump-Plus one of the staff said that if I accept the new ios 6 Update before I have my phone unlocked then I might have to go back and pay again to have it unlocked.     With my work I do a fair bit of travelling including overseas and I would like to have the phone unlocked for this purpose as well as to keep my old number with Bell. Not interested in contracts.     Yes, Activation Lock is an iOS 7 feature.
      Could you not restore the device to an earlier version?
    No, you cannot downgrade your iOS device.
    That may mean jailbreaking, I'm not sure.
    Jailbreaking is not supported by Apple or this forum.
    Or what about replacing the motherboard?
    There are no user serviceable parts on an iPhone.

    If you plan on using AT&T, why on earth would you purchase a Verizon iPhone? Doesn't make any sense. Yea, it will work on AT&T's network, but you won't get LTE, only 3G. LTE requires using a Verizon sim.
    This is an extremely poor idea. Purchaase an officially unlocked iPhone, from Apple, if you want to use AT&T's network.

    There is no such thing as an unlock code.   Sprint may have processed the unlock, and then requested you restore the iPhone using iTunes to complete it. But that's it. There is no code to enter, and nowhere to enter it any way.

    How did you do the unlock? If you didn't contact the cell carrier to whom the iPhone was locked and arrange for an official unlocking, then your iPhone was hacked to unlock it and if you restored or upgraded iOS on the iPhone, the unlock has now been removed and the iPhone locked back to the original carrier. Only the carrier can authorize official unlocking.

    Did you purchase this device from Apple or an authorized reseller? It sounds as if you had a device that was jailbroken/hacked to operate on your carrier. Upon updating the iOS, it is now locked back to the original carrier the device was locked to.
    Only the carrier the device is locked to can authorize an unlock. You will need to make contact with that carrier and see if they provide unlocking services, and if they do, if you qualify for an unlock. Otherwise, you are out of luck. One that carrier can take care of the unlocking.

    Did you follow the steps exactly in the email you got from Orange
    to unlock the iPhone? At the end of those steps, did iTunes give you
    the message 'Congratulations. Your iPhone is now unlocked''?
    If you did not get that message, your iPhone is still locked and only
    Orange can resolve the matter.
    If you did get that message before the update, repeat all the steps again
    to see if it will unlock now - you may have to do this multiple times for
    it to work.
    What does it say when you look at Settings=?General=>About=>Carrier?
