Unsuccessful in app purchase, but charged anyway

I used the in app purchase to buy lp in sims, confirmed buy but it would not connect to store. I did it again and it was successful, but I've now been charged twice. When I click on report a problem on the receipt email it says the http in not available, so can I do anything about it or is it just an expensive in app purchase, that I need to avoid in future?

This is why apple *****. Yesterday- everything is fine, today- contact support. Like I have time for this? My apple accounts have been a password/account/username/customer service nightmare. Is there no way that I can log in and manage my account myself? (by the way the manage account page is useless all my info is correct) Maybe find and fix the problem without waiting for apple to get back to me- possibly charging me for the privilege?

The recommended solution for most families is to share the same Apple ID for iTunes and App Store purchases, so you can share your purchases, but us different IDs for iMessage, FaceTime and iCloud. Just make sure if it wifi is connected. if this doesn't work reboot your iPhone. If it's still doesn't work contact the game service center or something. lastly, make sure u have your credit card sign in. hope this help.
