Update not working on Simple Report with Parameter

Question

I am trying to get a simple test of the web elements to work for me. I am using the XTreme db in a .Net BOXI R1 system.
I created a report, WebElements_Test, that selects data from customers. I created a parameter called Country and when run the reports selects data by Country code.
I created in the report header A a formula Called SelectCountry using the WESelect function:
WESelect ("Country", "|USA|Italy", "|USA|Italy", {?Country}, """""")
Next to this I placed a WESubmitButton with this code:
WhilePrintingRecords;
stringvar path:= WETargetPath ("rpt", "Name", "WebElements_Test", "");
WESubmitButton ("Update", path, "");
I then placed a WEBuilder function below these 2 in Report header B:
WhilePrintingRecords;
stringvar allElements:= {@SelectCountry} + {@Update Button};
WEBuilder(allelements, 2);
I published this to BOXI and I ran it and then viewed it without errors, but when I change the select list and press the Update button it will re-post and no filter of the data is done for the selected value and the select list returns to the default value and not to the value I just selected.
What am I doing wrong?

if you are getting an issue like this and saved data is unchecked in the designer then there is most likely an issue in your boe environment...as it appears that the final url is being generated properly.
copy the url into a browser window with the machine name
(e.g. http://machinename/businessobjects/enterprise11/Infoview/scripts/opendocument.aspx?sType=rpt&sDocName=WebElements_Test&lSCountry=USA)
see if the report opens...if the report opens and the returned data is incorrect then you'll have to check boe for cache settings.
also do a search on the report name to ensure that there are no duplicates in the system...if you're using name resolution to an object versus ID or CUID then you will have issues with duplicates.
