Update showing as not applicable?

Question

I manage a network of 675 POS terminals running Windows Embedded Standard 7.  Because these terminals are located across the state, I use PowerShell extensively to perform tasks remotely for me.
Currently, I have an MSI file that I need to install on these terminals.  In the past, I have just done an invoke-command and ran the MSI file silently to install and everything was fine.  That is not the case currently.  It looks like a windows
update - KB2918614 broke my ability to to this.  Unfortunately (for this reason), this update has already been installed on all of my clients.  Now I see that Microsoft has released an update that will fix this issue for me - KB3008627.
I have this update imported on my WSUS and approved for install.  Have had it this way since Friday.  However, none of my clients have the patch installed.  I have different groups set up - one of which, my Lab group, is scheduled to download
and install updates daily at 3pm.  Nothing on these machines.
In addition, on my WSUS it is telling me that I have 672 clients it is installed / not applicable.  When I actually go and check the clients, I don't see any of them as having this update installed.
I have tried the wuauclt /detectnow multiple times.  I am seeing 0 updates detected in the WindowsUpdate.log file.  I have verified that the update is downloaded on the WSUS server.  
I'm kinda lost as to why it hasn't installed or my clients don't see it as available?

what I meant here was that all of the updates that currently exist on this image, were installed directoy from Microsoft.  The updates that I am looking to install - whether that be KB3008627 OR KB3000988 - they are not installed on my image.  And
I am struggling getting them to deploy with WSUS.
I understood exactly what you said. Updates applied to the master image and then *cloned* to other systems quite often do not have the artifacts that allow an individual package to determine whether they are installed or needed. Ergo they are reported as
Not Applicable.
Then you have to take this to the next step to understand the implications on other updates. Inasmuch as the two updates in question are explicitly dependent upon the existing installation of KB2918614, if the WUA is unaware/unable to identify the necessary
artifacts relevant to that update installation, it's quite likely that the necessary detection artifacts to determine applicability of KB3000988 or KB3008627 do not exist.
One way you might test this: Force the RE-installation of KB2918614 and then re-test for applicability of KB3000988 and KB3008627.
