Update was terminated occured when using different id

hi all,
when im using va21, when to save the document, i got update was terminated
System ID....   EN5
Client.......   801
User.....   RAFIDAH_M
Transaction..   VA21
Update key...   4AA079B64CEA4392E1000000AC200115
Generated....   04.09.2009, 10:52:09
Completed....   04.09.2009, 10:52:10
Error info...   TD 423: CONTROL_FORM
but why the other user not get the error message when he using the same document?
it is control by user id??
how to check?? please assist me...
