Update won't install (KB2251489)

    I keep getting a failed install with this update.  It downloads again, replaces "sleep" with "shutdown" on the start menu; then when I shut down and start again, I wind up in the same fix.  This update is for the Visual Studion
2010 XML editor.  It probably started out as part of the last big update (19 items) because the problem started right after I installed the big one.  I tried to install the update manually, and that failed too.  It gave me error code 643 (unknown

Method 1, the MSI fix didn’t work. 
This time the error code was 0x80070643, “Fatal error during installation.” 
Method 2, Manual fix for .NET framework. 
Here’s where I got into even more trouble. 
Version 3.5 SP1 seemed to never install.  Consequently, Visual studio Express no longer works – possibly other programs as well. 
When I tried to install Framework 3.5 SP1 (bootstrap version), I got the permissions box to add it to the hard drive, then nothing happened. 
After a reboot, still nothing.  So I downloaded the full version, but that behaved the same way.
In the hope that reinstalling Visual Studio would also reinstall the DOTnet framework, I attempted to install Visual Basic. 
It got about 80% done, then I got the following:
“Error 1913. 
Could not update the ini file C:\ProgramData\Microsoft\Windows\Start Menu\Microsoft Visual Studio 2010 Express\Try Visual Studio 2010 Professional.url. 
Verify that the file exists and that you can access it.”
I verified that the file exists and I can access it. 
The link works from my Start menu, but when I click “Retry” I get the same box again. Since it’s only a link, I cancelled that operation and continued. 
Then I got the following:
“Error 1712. 
One or more of the files required to restore your computer to its previous state could not be found. 
Restoration will not be possible.”
I cancelled out of that and installation continued. 
Supposedly, I now have .NET Framework 4 and everything else that goes with Visual Basic Express except for “Microsoft Visual Basic Express –ENU”. 
Isn’t that just the link?
Anyway, I tried the update again and it still would not install. 
When I tried the Windows Update again it found 4 important updates available and selected 2 of those. 
One was the infamous one.  I tried to install both updates and the other installed successfully but not KB2251489. 
I still haven’t tried the other two because I expect Windows has its reasons for not selecting them until KB2251489 is installed.

It gave my PC a pretty good grade, and I didn’t want to pay $65 to find out more.

Although I uninstalled and reinstalled Registry Mechanic and it worked just fine I had a similar problem trying to install Vipre Antivirus Premium The dialog box I got for that went as follows:
“Error 1303. 
The installer has insufficient privileges to access this directory: 
C:\ProgramData\Microsoft\Windows\...\Vipre Antivirus Premium. 
The installation cannot continue.  Log on as an administrator or contact your system administrator.” 
What’s most interesting about that is that this is an administrator account, and I verified that it hadn’t changed by checking User Account Control. 
I also have another administrator account.  I tried that as well and got the same result.
When I run the Windows Update Troubleshooter from the Update History window, it finishes by telling me it gives me two instances of “Repair Windows Update components….Fixed”. 
Unfortunately, it doesn’t seem to repair anything.
I think there are major clues in error 1913, which tells me that a link is not accessible when it is and error 1303, which tells me that I should go get the administrator when I am the administrator.
Perhaps I should have taken Sven’s advice, skipped all this and gone straight for the clean boot. 
I am waiting on that because the clean boot approach would (even if it fixed the problem) leave me with no clues as to what the problem is. 
There is also a strong indication that there is a permissions problem or ownership problem that a clean boot would not address. 
Now there are lots of clues – possibly too many. 
I know this is a marathon, but please, please help if you can.

    I have a remote user whose Windows updates won't install. He has a Dell laptop with Windows 7 Pro 32-bit. You can bring up the update windows and start the install but, at exactly 10 seconds, it just says "Updates failed" and doesn't really give

    I saw the Windows update service was stopped, I started it and that didn't seem to help. I also tried the update troubleshooter and that didn't do anything. I checked for malware and didn't find any, and he has plenty of disk space. I didn't see
    anything in Even Viewer or Reliability Monitor either.

    Firstly, please check if those Windows Update have already installed:
    1. Open Windows Update by clicking the Start button. In the search box, type
    Update, and then, in the list of results, click Windows Update.
    2.In the left pane, click View update history.
    3. Click Installed Updates at the top of the page, there check if any Windows Update installed recently.
    If there is no any Windows Update installed, try to
    reset the Windows Update component to check if it could resolve the issue.

    This particular error means that your computer was not able to connect to the Internet when it tried to install updates.  First, check your Internet connection and then try again. If that doesn’t work, try the methods below.
    Method A: Make sure that Windows Firewall is turned on, and temporarily disable third-party firewalls
    Warning This workaround may make a computer or a network more vulnerable to attack by malicious users or by malicious software such as viruses. We do not recommend this workaround but are providing this information so that you can implement this workaround at your own discretion. Use this workaround at your own risk.
    To complete this method, follow these steps.
    Step 1: Make sure that Windows Firewall is turned on
    To open Windows Firewall, click the Start button, and then click Control Panel. In the search box, type firewall, and then click Windows Firewall.
    Click Turn Windows Firewall on or off.
    Click On (recommended), and then click OK.
    Step 2: Temporarily disable third-party firewalls
    Click the Start button, click Control Panel, and then, under System and Security, click Review your computer's status.
    Click the arrow button next to Security to expand the section.
    Under Firewall, read the firewall status note. This information will indicate which, if any, firewall is installed and whether the firewall is turned on. For example, for ZoneAlarm, the notice will say ZoneAlarm Firewall is currently ON.

    Mark, I've just been through this update issue with two installations.  In my case, it seemed intertwined with authentification and indexing not working, either.    Upon a transfer of my system disk to new hardware I got hit with the issue and couldn't fix it.  Which is why I did a clean install of Win7 ultimate 64bit on my T61p.  The install (including update) worked great until I ran the intel matrix storage manager update.  This broke windows update.  If you surf the web, and include "intel rapid storage manager" or "intel matrix storage manager" and "Windows update fails", you'll see that a lot of folks feel that the intel driver (or how windows handles it) is what breaks update.  I tracked this down to a driver, iastor.sys, in windows\system32\drivers.    I was able to fix my Window Update by copying an iastor.sys from another recently built machine (should be exactly the same, but this was my wife's T510, but still Win 7 Pro 64) to overwrite the iastor.sys that the intel update changed.  To be clear: I couldn't get windows update or indexing to work.  I overwrote* the "bad" iastor.sys with one that worked on another computer.  Rebooted.  Update worked. I just wanted to point out that instead of blindly installing updates to fix problems, folks should be aware that sometimes the update is the problem. Especially as these systems are off warranty and the drivers are not being updated.  I've asked elsewhere, so let me ask here: Where is the System Interface Driver for t61p?  Not listed anywhere on site, links on the web referring to it are all broken.  Is the System Interface Driver now part of another driver program?  Thanks! Jim T61p, Win 7 Ultimate 64bit, and T510, Win 7 Pro 64bit

    Ok will check, as of right now I have 82.57gb free, that's plenty of space will check the disk though using disk utility. Also I am now downloading the update from the apple website instead of going through software update

    You'll have to update your billing info from itunes, here's a guide on how to do it on iOS http://support.apple.com/kb/ht1918?viewlocale=nl_nl .  It may be that there weren't suffecent funds at the time of the last purchase, in which case you'll just have to varify the three digit security code.     Can you please try installing the Adobe Application Manager from http://www.adobe.com/support/downloads/detail.jsp?ftpID=4774.
    If that doesn't work then the safest course would be to remove all Adobe Creative Software using the uninstallers located in Applications/Utilities/Adobe Installers.  This should then remove the Adobe Application Manager folder also inside Utilities.  Once the software is completely uninstalled and the Adobe Application Manager is removed then you should be able to reinstall from https://creative.adobe.com/.

    Check for .dll files
    Go to C:\Program Files (x86)\iTunes and C:\Program Files\iTunes and look for .dll files.
    If you find QTMovie.DLL, or any other .dll files, move them to the desktop.
    Reboot your computer.
    Note: Depending on your operating system, you may only have one of the listed paths.
    Uninstall and reinstall iTunes
    Uninstall iTunes and all of its related components.
    Reboot your computer. If you can't uninstall a piece of Apple software, try using the Microsoft Program Install and Uninstall Utility.
    Re-download and reinstall iTunes 11.1.4.

    I've resinstalled *Jam Pack 4* 1.0 and went to Apple's site and downloaded the 1.0.1 update to correct some sound quality issues. However, the update won't install. I keep getting the message, "There is nothing to install," when I get to that step in the installation process. I see in an archived area others have had this problem as well with this Jam Pack 4 update. Why won't the update install?

    I just bought a new MacBook Pro.  It came with iPhoto 11.  The iPhoto 9.1 update won't install.  It keeps saying that I need iPhoto 9.0 or greater, but I have iPhoto 11.  I have not moved iPhoto from its default location.  My computer is only 2 days old.  I've seen others with this problem, but no real solution.  Anyone have any suggestions?

    Thanks for your response TD, but this App, iPhoto 11 came already installed on my computer.  I registered my computer, but you can't register a product without a serial number.  I don't have the iPhoto 11 serial number because it came installed on my computer already.  I tried re-installing iPhoto 9.1 after registering my computer and got the same error message.  However, I did find out that I hae 90 days of complimentary phone support.  So I will be giving Apple a call.

    I have tried numerous times to install this latest update.  It downloads, installs, and then restarts - and then when it comes back up - it is still on 10.8.3 and it shows I have an update to install!  What the heck - I have tried to get this update installed for two weeks now thinking it would get fixed somehow on the Apple site or something, but no, it still won't install properly.

    You need to install all previous updates before you can install this one. If you have done so and it still won't install. Then uninstall Reader. Run the Microsoft installer cleanup tool, then try to re-install all from scratch.

    I have Windows 7 64bit and the latest update for iTunes corrupted my computer. It won't install and I can not launch iTunes. I tried uninstalling iTunes and all of it's components but Apple Mobile device Support will not uninstall.     If there are problems with updating or with the permissions then best is to download the full version and trash the currently installed version to do a clean install of the new version.
