Updated and now no hotspot

i updated my Iphone4 to 7.1 can't use hotspot will it be fixed in the next update???

It's not broken in iOS, so there is nothing to fix in a future update.
What have you tried so far?
FYI, these are user to user support forums. No one here know what may be in a future update or when an update will be released.
What we do know is that the HotSpot feature is not broken based on the insignificant number of postings here regarding issues with it compared to the millions of iPhones that have been updated to iOS 7 already.

Why would you do that when your phone is updating?
Your phone is in recovery mode If you can't update or restore your iOS device

The following Knowledge Base article addresses the very issue you're describing:

Check for .dll files
Go to C:\Program Files (x86)\iTunes and C:\Program Files\iTunes and look for .dll files.
If you find QTMovie.DLL, or any other .dll files, move them to the desktop.
Reboot your computer.
Note: Depending on your operating system, you may only have one of the listed paths.
Uninstall and reinstall iTunes
Uninstall iTunes and all of its related components.
Reboot your computer. If you can't uninstall a piece of Apple software, try using the Microsoft Program Install and Uninstall Utility.
Re-download and reinstall iTunes 11.1.4.

If you live near an Apple store take it in for diagnosis. Don't forget to make an appointment online first. If you don't live near a store, you may get help by searching "youtube" for DFU Restore ipod. This is not difficult to do but it requires proper timing to get the device into DFU mode.

Click here and follow the instructions. You may need to completely remove and reinstall iTunes and all related components, or run the process multiple times; this won't normally affect its library, but that should be backed up anyway.

What version of the OS X are you running? Go to the Apple in the upper left corner and select About This Mac and report the Version back here.

YOU ARE IN RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. You must follow step 1 to step 4 VERY CLOSELY.
3. Repeat the process if necessary.
