Updated iPad to iOS 7.0.6 two days ago......

Now I can't delete any email account or access iCloud settings; all are grayed out.  How to fix this ?  I can't find any setting that caused this to happen.

Settings > General > Restrictions > Disable restrictions.  Then I could delete them.
As a side note.....I did NOT turn restrictions on....I guess the update did this.
A security feature !!!  Sounds like that other OS
