Updated iphone5c to ios 8.1.3 and now it says activation required.  Why?

I updated the iphone 5 c to IOS 8.1.3 and now the phone keeps saying activation required.  Why?  We have 2 phones.  The other one did not do this?  How do I solve the problem?

I restored for same version
for earlier versions is not possible, because this is not signed by more apple
