Upgraded iTunes to latest version May 18 - Now file 3ivx_dec.dll can't find

I just upgraded this afternoon to latest version of iTunes & QuickTime (I have Pro version) for Windows. When I attempt to open iTunes or QuickTime, I receive message:
iTunes.exe - Unable to Locate Component
This application has failed to start because 3ivx_dec.dll was not found. Re-installing the application may fix the problem.
IT DOESN'T HELP TO REINSTALL.
Please note: I have SLVR Motorola with iTunes and chose to upgrade that program (it apparently is the same version as iTunes + QuickTime). The program WAS WORKING, but didn't this morning. The only program I did install was PCShowBuzz, a TV tuner program but uninstalled it and reinstalled iTunes, but did not help.
Any help from anyone would be appreciated.

I FIXED IT! It turns out that for some reason, the file I mentioned was a part of XP, not iTunes. I luckily backed up my system with EMC Retrospect (I HIGHLY recommend it...I was able to restore to the file level and put it anywhere). By placing the backed up file on my external hard drive, I bypassed Microsoft's security breach (it said I was changing a Microsoft protected file already on my drive, so I fooled it by placing it on another drive which was OK by MS).
As soon as I did, the error no longer reared its ugly face. End of problem! Thanks for the responses. I guess 20 years with Big Blue and starting their Int'l HC gave me the wherewithall to find a workaround). Hope this helps someone else.

Thanks for visiting Apple Support Communities.
If you did not already, I recommend following the process below to completely remove and reinstall iTunes and all of its related components:
Check for .dll files
Go to C:\Program Files (x86)\iTunes and C:\Program Files\iTunes and look for .dll files.
If you find QTMovie.DLL, or any other .dll files, move them to the desktop.
Reboot your computer.
Note: Depending on your operating system, you may only have one of the listed paths.
Uninstall and reinstall iTunes
Uninstall iTunes and all of its related components.
Reboot your computer. If you can't uninstall a piece of Apple software, try using the Microsoft Program Install and Uninstall Utility.
Re-download and reinstall iTunes 11.1.4.

Click here and follow the instructions. You may need to completely remove and reinstall iTunes and all related components, or run the process multiple times; this won't normally affect its library, but that should be backed up anyway.

Unstable means it can vary in stability day by day as it can be crash prone to being stable. Features can be a work in progress for a while. The May 24 Nighty build was crash prone for a lot of testers for example.

VC6. is rather old, but you can try to convert the VC6 project using the upgrade wizard of VC2012. Depending on the content of the project your code will work more or less without problems, at least it will compile without errors.
You could also go the 2nd way and create in VC2012 a project type using the wizard that is very similar to your current VC6 projcet (MDI, SDI, Dialog Based, ...). Than you replace the files generated by the wizard with the content of your project. Sometimes
this way is more successful.
But at all the automated converting success depends on the code of your VC6 project. I had both, conversions without big problems and also conversions that need a lot changes to run on a current VC version.

Three things come to mind:
1. I think you're implying when you travel away from your home to a more populated area, the cellular coverage improves and your iPhone works well. Is that right?
2. Do you have a case or some other obstruction over or near your iPhone's antenna? Have you tried moving or removing any possible obstructions near the antenna?
3. AT&T has a (free) app in the App Store called "Mark the Spot". You can use this app to report voice and/or data issues to AT&T, as well as keep up on progress they may be making in improving coverage in your area. Your trouble reports are geotagged (if you wish).

This procedure is a diagnostic test. It’s unlikely to solve your problem. Don’t be disappointed when you find that nothing has changed after you complete it.
The purpose of the test is to determine whether the problem is caused by third-party software that loads automatically at startup or login, or by a peripheral device.
Disconnect all wired peripherals except those needed for the test, and remove all aftermarket expansion cards. Boot in safe mode* and log in to the account with the problem. The instructions provided by Apple are as follows:
Shut down your computer, wait 30 seconds, and then hold down the shift key while pressing the power button.
When you see the gray Apple logo, release the shift key.
If you are prompted to log in, type your password, and then hold down the shift key again as you click Log in.
*Note: If FileVault is enabled under OS X 10.7 or later, or if a firmware password is set, or if the boot volume is a software RAID, you can’t boot in safe mode. Safe mode is much slower to boot and run than normal, and some things won’t work at all, including wireless networking on certain Macs. The next normal boot may also be somewhat slow.
The login screen appears even if you usually log in automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin.

If it won't talk at all to iTunes, you can hold down the power and home button for 10 seconds, it will power off, this is ok, then let go of the power button while holding the home button until iTunes sees it as a device in recovery mode. You can try to reinstall iOS7 and then restore.

You can put two 2gb RAM sticks in your model 2,1 but it can only use 3,3gb. This is a hardware limitation and cannot be changed.

You can buy Lion for $29 from the App Store witht a model 2,1 MacBook. Lion will require at least 2gb of RAM but really needs 4gb to run smoothly. As for programs see this list for compatibility with 10.7 http://roaringapps.com/apps:table
Lion doesn't run any Power PC programs. To see if you have any Power PC programs go to the Apple in the upper left corner and select About This Mac, then click on More Info. When System Profiler comes up select Applications under Software. Then look under Kind to see if any of your applications are listed as Power PC. Universal and Intel will run under Lion.
Before Mac switched to Intel processors they used Power PC processors from 1994 to 2005. Power PC 601 through 604, G3, G4 and G5. Applications written for the Power PC processors need the application called Rosetta to run on Intel processors. This was part of the Operating System in 10.4 and 10.5 but was an optional install in 10.6. With 10.7 Lion Apple dropped all support for Power PC applications.
