Urgent: Exclude combination of MASSN and MASSG

Question

I have to write a report to select all the employees who are not active and at the same time I have to exclude certain Action Type/Reason for Action combination: Ex: MASSN = Y6 and MASSG = 87. But, I have to include all other combinations for Y6 and 87. Ex: MASSN = Y6 and MASSG = 80 is valid for selection. Similarly MASSN =  Z6 and MASSG = 87.
I have used the following code:
DATA: lv_tabix(10) TYPE N VALUE 1.
Excluding the employees of set of Action/Reason for Action
  LOOP AT s_massn.
    READ TABLE s_massg INDEX lv_tabix.
    IF sy-subrc EQ 0.
     DELETE gt_pa0000 WHERE massn = s_massn-low AND massg = s_massg-low.
      lv_tabix = lv_tabix + 1.
    ENDIF.
  ENDLOOP.
Please let me know if any better solution is available

Hi,
s_massn and s_massg are two select-options right.
so select like dis.
select *
from   pa0000
into    table gt_pa0000
where ( massn not in s_massn or massg not in s_massg )
and    other comditions...............
it ll not select records where s_massn = s_massn-low or s_massg = s_massg-low.................
