US Ipad compatible in Singapore?

I am assuming you are talking about the new iPad 4G LTE.
I am in UK at the moment with an Verizon iPad surfing on an UK 3G network without any problem.
All the new iPad 3's sold in the US are not SIM locked, and will work in any GSM territories with speed up to HSPA+, which is pretty fast already.  Of course, you can't use 4G LTE in Singapore as it is not available there yet (I believe).  But you can use any data enable 3G micro SIM from your local operator (or use a SIM cutter to cut down a normal size SIM). 
Which variant of the iPad should you get? If you travel back to the US a lot, get the network you have most coverage in your area, Verizon is generally better, and the Personal Hotspot is enabled as well.  If you are never going to come back, then it makes no difference at all to you.
Instructions:
Put the new micro SIM in your US iPad, the AT&T or Verizon account screen will disappear, and replaced by an APN settings screen.  Have a quick check, and make sure the APN settings matches your operate name.  (If not, Google it and enter it manually into your iPad).  Then go to Settings > General > About and click on the Carrier version, it should then do an Carrier update.  After that reboot your iPad and you are ready to go.
