Usability of Camera Icon at the Lock Screen

My question is on the usability of the Camera Icon on the Lock Screen.I have seen difference in the behaviour of basic lock functionality in iphone 4 with ios 5.01. & ios 5.1. Below mentioned are the details :
Case 1-> User is using Iphone 4 with ios 5.0.1
Pre-conditions -> Phone is locked with Passcode Lock as Off.
1) User double clicks on the Home button.
2) Camera Icon is displayed on the bottom right hand side adjacent to the unlock slider.
3) User clicks on the Camera Icon.
4) Camera Application Opens.
5) The square box on the bottom left hand side of the screen is displayed as black.This square box normally displays the last clicked snap.
6) User clicks on the Square box.
Result -> Iphone displays a page with a message saying " Your iPhone is locked.Unlock your iPhone to see all your photos and videos." A blue color camera icon is also present on the bottom left hand side.
This functionality seems to work as per the expectations.
Case 2 -> User is using Iphone 4 with ios 5.1
Pre-conditions -> Phone is locked with Passcode Lock as Off.
1) User clicks on the Home button.
2) Camera Icon is displayed on the bottom right hand side adjacent to the unlock slider.
3) User slides the camera icon to the top.
4) Camera Application Opens.
5) The square box on the bottom left hand side of the screen is present and is currrently displaying the last clicked snap.
6) User clicks on the Square box.
Result -> Iphone displays all the photos and videos to the User.
This functionality is providing the user access to all the photos and videos without unlocking the iPhone.
However, i also tried the Case2 with Passcode Lock as ON.With this setting, Iphone is behaving as Case1 i.e. User is not able to view the Photos and videos in Locked Mode.
As a user i would like the iPhone to behave in a sycnhronized way no matter how the user is locking the iPhone.
Kindly try to replicate this behaviour and provide your comments/suggestions.

You don't, unless you disable the Camera app entirely.

I don't want people going into my photos or my iphone!!
If you add a passcode to your iPhone as you should, then there's no way they can see anything in your iPhone.  Of course, if the passcode is set but not enough time has elapsed that's different -- but that has nothing to do with this icon.
