Users can not connect to the DB

Question

Hi Experts;
After a maintenance to a server, to change the root password, users are having problems to connect to the DB.
I start up de DB, and I can connect with sysdba, but not with any other user.
This DB is running in OS AIX 5.3, the DB version is 10.2
I verified the listener, and it's up.

This is the error I'm getting when I try to connect with other user:
ERROR:
ORA-12154: TNS:could not resolve the connect identifier specified
Have and idea what is missing.
