Yes, just turn DATA OFF (or put it in airplane mode to turn Data/Voice off) to avoid data charges. Then turn wifi on when available.
You can definitely take as many pictures with your Trophy as you'd like at no cost to you. It would be best to  turn the data off so you won't have roaming charges. I would also like to just add this link that gives you the International Data Roaming Rates
