I have an unused ID balance, but it wont let me use it. I click "buy" and it asks for method of payment, and wont take it from my ID balance. Also if i click the "none" options under method of payments it wont let me purchase it.

Possible to use Apple ID balance to gift apps?

I have $10 on my Apple ID balance, and I wanted to use $2.99 to gift an app to a friend, but I can´t see how - iTunes only asks me to enter my credit card info (or, ironically, a new giftcard-code) but not draw from my existing amount. Is it even possible?
If it isn´t, then why not? The money is linked to my account, so shouldn´t I be able to use it how I see fit on the app-store? One way or the other it´s gonna be used, right?

Sorry, but you can't gift an app from the balance of an iTunes gift card or certificate. That must be done with either a debit or credit card.

Apple, like almost all online retailers, does not permit the use of a credit balance to make gifts.

I currently have 4 Apple accounts setup within my Family Sharing settings. All four are setup to use a shared payment method from my account. My primary account has a balance, yet any purchase made from a family member only uses the credit card. Only purchases I make deduct from my balance. Is there a way to have the shared family devices pull from the primary account's balance first before charging the credit card?

Lets see if we can isolate the issues with Family Sharing. Lets start with the Contacts issue. Now with Family Sharing, Contacts is something that is not part of what can be shared. You would be looking at things like purchases, calendars and the Find My iPhone features. So as far seeing the wrong contacts, check to make sure that your account is not signed in anywhere on her devices. To answer your other question about how to obtain someone else’s purchases you would need to navigate to the appropriate store, like iTunes and App stores, and navigate to the purchases area and you should see the option of the other person to see what you can download to your device. Take a look at the articles below and let me know if you need any thing else or further assistance.

As far as I'm aware iTunes always charges the account balance first and when this expires charges any remaining amount to your credit/debit card. The one exception I am aware of (though there could be others) is that Apps purchased from the Canadian store must always be charged to a card rather than a gift card voucher balance due to local legislation.

This is correct. You cannot give a gift with a gift card balance. You will have to use credit card.

and as regards the balance, first make sure you didn't make any in-app purchases. Many "free" apps, particularly games, have additional levels or features that cost money. Check your purchase history in your iTunes Store account and see what you're being charged for.

I just realized that I wrote that I installed from app store originally, but I must correct that statement. I never paid for the app so it must have come preinstalled on my 2011 iMac. I was confused since the update is through the store so I assumed I downloaded it. Sorry for any miscommunication.
So to be clear, even though I have never remotely administered / accessed my computer and I no longer have ARD on my computer, it is normal to have the client update appear in my App Store. Is that correct?

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.

Unless you can find an item in the store that costs the same as your balance then you will need to contact iTunes Support and ask them if they can remove the balance : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
