Using "in clause" for more than one collumn

Question

Hallo,
for the following statement, I got the error "FEHLER in Zeile 16:
ORA-00920: Ungultiger relationaler Operator". What is wrong on it?

c.owner ||
'.' ||
c.table_name ||
' MODIFY(' ||
'"' ||
c.column_name ||
'"' ||
c.data_type ||
'(' ||
c.data_length*1.3 ||
FROM
sys.dba_tab_columns c
where (owner, table_name, column_name) in
SELECT 'user1'||', '||'table1'||', '||'collumn3' FROM DUAL UNION ALL
SELECT 'user2'||', '||'table17'||', '||'collumn23' FROM DUAL
