Using iPhone 4GS in Europe?

I'm in the US, and I have an iPhone 4GS on order. 
In a few months I'm heading to Italy, and I'm hoping to use the iPhone there.
What do I need to do?  I'm going to use voice and data.  I know technically I could just bring it over there, and use it, but the romaing charges are going to kill me.  Can I just swap out the SIM card for one with data & voice in Italy?

    If your phone is carrier locked, to use in Europe...as a phone & for data...would be extremely expensive. You'd have to get International Provisioning activated for your account, then pick a plan & pay through the nose. What many folks do is put their phones in Airplane mode, turn WiFi on & use available WiFi for their phone's data needs(although there are not nearly as many free WiFi spots in Europe as there are say in the US). If you want to make calls, you can either purchase a local phone with a pre-paid sim(they are cheap & readily available) or you could still get International Provisioning activated for your account, but turn cellular data off in settings on your phone. That way you could make/receive calls & SMS's but not incur hefty data charges.

    1.  No, because if you have an iPhone on AT&T, the LTE frequencies are different between the US and Europe and if you have an iPhone 5 on AT&T in the US, then it will be carrier locked to AT&T and that is a different model to the other European model, so the best you can hope for is to use the international roaming feature and link into an Italian 3G network.
    2.  There are no unlocked iPhone 5's available in the US at the moment, but when they do become available, it is the other model that is available, so unlocked means unlocked and it does not matter which carrier you use.  That is your choice and you can use any one that you want and you should also be able to swap nano sim cards and use local ones whilst travelling.
    3.  If you purchase the unlocked model of the iPhone, which is a different version to the US carrier locked, then you have a better chance with LTE frequencies.  Obviously there are going to be differences between countries because their LTE frequencies are different.
    Well no, of course it cannot be truly a world phone because every single country in the world is different and all countries are in different stages of development of their 3G capabilities.  There is no one frequency at the moment for all countries.  There may possibly come a time when this is so, but not at the moment.

    You get charged for 1 international roaming minute if the phone is not answered and the call goes to voicemail. Data charges will also be incurred, since the iPhone's Visual Voicemail is accessed as data, not voice. Airplane mode will prevent all of that, of course. As an alternative to data, she can call her own number and press * during the voicemail greeting, then enter her voicemail password to access voicemail (calling her own number would, of course, incur another 1 minute charge...).
    You might want to consider an international roaming voice and data package from AT&T.

    So this is actually for a friend who has an iPhone 4S and is going to Amsterdam this summer.  She wants to bring her iPhone to use it for reading preloaded eBooks and listen to her music.  Now she is TERRIFIED of incurring international data charges.  She wants a foolproof method to disable it's service without using Airplane Mode.  She is afraid she will be out drinking one night and accidentally turn Airplane Mode off or restart her phone and it's turned off as it powers up and as her apps update she goes bankrupt.  She also still wants to be able to use WiFi when she is out there.
    Now I was thinking she could replace her activated SIM card with an unactivated one from AT&T (her carrier).  I am just concerned about a couple things. 
    First since the iPhone is activated will it freak out on her when she inserts this unactivated SIM card. 
    Second will she have to restore it before inserting the SIM card?
    Third will she be able to connect it to iTunes to add music or perform a restore if something should happen to it out there?
    Or if the SIM card trick is a no-go, what other ways are there to foolproof deactivate her phone?
    Any help or ideas you could give me to pass along to her would be great.  She was actually on her way to buy a new ipod and an ereader when she told me and I stopped her in her tracks.  I had a European buddy come HERE and buy an unactivated iPhone and wanted to use it as an iPod and we did this SIM card trick but I don't know if it translates to Activated to Unactivated.

    Just take out the sim card. If the iPhone is unlocked, she won't have to worry about charges.

    PeAcEmArE is incorrect. All Verizon iPhones from the 5 onward are unlocked out of the box. You can use your iPhone 5S with a local SIM in Portugal.
    I would recommend that you have Verizon enable international dialing on your phone even if you don't plan on using it. Merely having the ability to make calls won't cost you anything. But, should you have issues with your local SIM, you'll still be able to make calls in an emergency.

    It doesn't have to be that complicated, Verizon iPhones come unlocked, just tell VZ you're going on Holiday/Traveling and suspend the service, no need to pay for service if you're not going to be using it. Pick up local SIM cards in the countries of your choosing, pop them in, re-activate iMessage and you're set!
    I recommend getting a SIM card from the Three network in England, they have great EU roaming rates and free like-home roaming in Italy.
    Set your phone's region to match the country you're in, it'll save from some headaches when calling local/international numbers.
    To answer your questions,
    1. If you choose not to have a local SIM card, it is good to keep your phone in Airplane mode to save battery.
    2. Make sure the two iPhones have different names to reduce sync/restore issues.
    3. If husband has an iPhone also, you can chat with iMessage/Facetime, just give him heads up about the new number you'll have. Otherwise, use Whatsapp if he's got an Android. You can activate Whatsapp with your American number or the international number if you choose to get a SIM in Europe.
    Also, Get the MagicJack app and/or Google Hangouts, both of those apps provide you with free calling to the USA and Canada using any internet connection. Google Voice is another good way to SMS across the seas.

    Well first we cannot help you with jailbreaking options as that topic is against the TOS of this site.
    Think it would just be easier to get a Pay as You go phone when you get there and use iPhone in WiFi only mode. Can usually find one right at the airport after landing.

    You need to use the credentials for the iCloud account that was used to turn on the Find my iPhone service.

    If you've been walking around for 2 years with someone else's account set up for Find my iphone, then you'll have to get hold of that individual. If you can't, there is no way to bypass activation lock.
