I'm currently in China & my (American-bought) ipod mini really needs to be charged. Could i just connect it onto a laptop here at work to charge or would I need a converter? I believe there is a power difference here (china is at about 220 watts whereas the States is under 200) and it'd be nice if I didn't have a fried Ipod when I return to the States. :P

This has more to do with your laptop than your iPod. If your laptop will work in the country you are in, then you can safely connect the iPod and charge it. No converter needed.
And it's volts, not watts.

Ok, so I am heading to Europe next month for a few weeks and thats nearly 20 hours of flying all together. I have 2 questions..1) Will my ipod shuffle & charger be compatible with a computer in Germany? 2) The only way I know to charge the ipod is to connect it to the computer but I know I can only do that to my home computer. How do I charge it then from elsewhere?

There is no way to input my Japanese address (so that it matches the bank information) in the fields for the US App Store (which has no foreign country fields, you are limited to having to fill in the US state field, flags me for phone number area code differences, etc.).
When I hit the change country button: A) It took me to the Japanese App Store; B) I could not use my US credit card there (despite my Japanese address).

Well, I can certainly understand the licensing argument if I were using a Japanese credit card with a Japanse address and making a purchase with Japanese yen from the US Store from Japan.
When I am making a purchase with US card from the US store with US dollars, the argument becomes a bit suspect (I know it is Apple's, not your argument).
it is just kind of a paradoxical situation and I am hoping Apple will offer some sort of solution. We can always hoe, right?

You can certainly use it. You would need an international roaming plan.
It is very unlikely that you can use a foreign SIM card. Almost all, if not all, original iphones are carrier locked.
Depending on in what country you reside, then your carrier may unlock it. No U.S. carrier provides unlocking at all.

It's tied to the Apple ID also - I believe it would use that to find the right person/device.

If you're concerned about data charges, put your phone in Airplane mode before trying to Facetime. That will prevent it from trying to make a call over your cellular data.

I am in a foreign country (Dubai) and my phone works fine except it cannot connect to a Network. It just says "No Service" in upper left-hand corner. I go to Settings > Carrier > Select Available Carrier (that others with iPhone are using), but nothing.

What is the cost of calling a local number when I am in a foreign country? Is it just the same roaming charge I would pay to call a US number from that country? That's what a Verizon representative told me but it doesn't sound right.

Was the music purchased via your iTunes account and/or did you buy it from other sources or copy it from your own CDs, or did the music belong to the previous owner ? If the music was yours then you can sync it back to the iPod via your computer's iTunes. If the music is not still on your computer then have you got a backup of it ? If not then for iTunes purchases you might be able to re-download it depending on which country you are in. If the music was put on the iPod by the previous owner then you will need to buy your own copies of it.
