Using JPEG's - see them in timeline, then on DVD they are flashing, jumping

been having issues with a recent project -- when i use jpeg's, i see them in the browser when played in the timeline, but on the finished DVD they become jittery and sometimes flash a bit. seems like when i freezeframe the jpeg's it solves the problem (but not 100% of the time).
what is the best workflow when working with stills in FCP?
do i export from Photoshop as tiff's? psd files? higher rez JPEG's??
ALSO--quick question..when i freezeframe in FCP, where does that file live?
any input will be appreciated!!!

Final Cut Pro works best with still images in TIFF, PSD and PNG formats.
Try to avoid JPEG, the compression used can cause field corruption in interlaced video sequences.
