I just pre ordered the Verizon iPhone, and will be going to France later in the month. I realize that this phone will not be able to make regular calls from there, however I am wondering if I would be able to use wifi on the phone to connect to Skype and make calls home that way?

My experience with their custome service has generally been good and the answers generally accurate. I know that they did change the requirement that phone roam on CDMA, if available. Apple added a switch to turn that off in 5.1. I don't know if that counts as "changing their story" or simply deciding it made for fewer unhappy customers.
The nice man in Global Support gave me a couple of disclaimers (only one unlock per number per year and Verizon would not be responsible for any customer/technical support while I was using a different SIM). The whole process was quick and painless.

Hello! I have an iPhone 4s (Verizon) that no longer has any service. I'd like to use it with a European SIM card on vacation. I can't find what steps I need to take to be able to do this. Do I still need to call Verizon? Is there a way to do it without dealing with them? I appreciate any help. I also have an old 3gs if that phone is easier.

You contact Verizon and ask if they will unlock the SIM slot for international use.
As for the 3GS, you would need to contact AT&T about having it unlocked if you have not done so already.

It doesn't have to be that complicated, Verizon iPhones come unlocked, just tell VZ you're going on Holiday/Traveling and suspend the service, no need to pay for service if you're not going to be using it. Pick up local SIM cards in the countries of your choosing, pop them in, re-activate iMessage and you're set!
I recommend getting a SIM card from the Three network in England, they have great EU roaming rates and free like-home roaming in Italy.
Set your phone's region to match the country you're in, it'll save from some headaches when calling local/international numbers.
To answer your questions,
1. If you choose not to have a local SIM card, it is good to keep your phone in Airplane mode to save battery.
2. Make sure the two iPhones have different names to reduce sync/restore issues.
3. If husband has an iPhone also, you can chat with iMessage/Facetime, just give him heads up about the new number you'll have. Otherwise, use Whatsapp if he's got an Android. You can activate Whatsapp with your American number or the international number if you choose to get a SIM in Europe.
Also, Get the MagicJack app and/or Google Hangouts, both of those apps provide you with free calling to the USA and Canada using any internet connection. Google Voice is another good way to SMS across the seas.

I am moving to Europe, specificaly France, soon and would like to know if I should bring my Verizon iphone 5, or just buy a new one there, since I will have to start a new contract with a European phone company while I am there. I haven't bought my new iphone 5 yet (because I am waiting for this answer) but my mother is alligble for an upgrade with her Verizon account and can get a brand new Verizon iphone 5 for a great deal. She was going to give it to me, but I am leaving for France in 3 months where I will be living there for at least a year. I was going to just purchase a new iphone 5 with one of the European phone companies (like Orange or Vodaphone, ect.) since I will be getting a good deal on them too (when signing up for a new contract), but if the Verizon iphone will work exactly the same over in Europe, I would rather get it now. Either way, I will be spending about the same amount of money. Will I be restricted somehow using a US iphone 5 in Europe, or are the US iphone 5's any different from the iphone 5's in Europe (or tide to European phone companies? Do they offer an insurance plan? (I'm not sure if this even exists in the US. I will be a new iphone user!) I'm just curious what which iphone will be more efficitant to use, since I will be spending most of my time in Europe.

Click on the links on the right for some good information. The only concern is that a phone purchased in the States will only be seviced for any repairs in the States. You will not have any warranty coverage in France.

If you have been seeing higher cellular data usage while you are on WiFi, good news, Verizon has fixed this bug. All you need to do is update your Carrier Settings to 13.1 and the bug is fixed.

I have the exact same problem!
I'm using the iPhone 5 now under Carrier M1 Singapore 13.0 and I have noted that over a period of 2 weeks, my cellular data usage has been about 2.7GB on an average. Since I know my bill has been capped at 3GB, I have since switched off my cellular data.
However, when I switched it on for a few days after using it for awhile, my cellular usage jumped by 1.2GB in just 1 day! And I used it as I would on an average day (like during an average day in the 2 weeks)!
I understand that there have been reports of a bug that have caused this problem in the US.

If the iPhone does not have the necessary carrier support files, then it won't connect regardless of the bands used. And as evidenced by the addition of more EU carriers just by an update to iOS, those files are not automatically present in the iPhone except for those carriers listed on the page I referenced. I have yet to see any reports of anyone being able to connect a US-sold iPhone 5 to a European carrier via LTE, so those support files are apparently not present in US-sold iPhones.
Again, unless someone has found a workaround that I cannot find any evidence of, a US iPhone will it would seem not work via LTE in Europe. I'd be happy to see reports or methods to the contrary, but I cannot find any.

Have you tried resetting your device by pressing and holding the Home button and power button until the silver apple appears? If that doesn't work, try resetting the network settings. Settings>General>Reset>Reset Network Settings.
If that fails, you may possibly have damaged the SIM. Verizon will need to give you a new one.

To be honest, When the verizon iphone first came out, I thought it would be the most talked about event in the tech world but the further we get, the more we see how far back the verizon iphone really is. A full restore is what I am trying to do, but my iCloud 'won't let me'. I can now connect my iPhone with my computer, but in order to restore it I need to disable 'Find My iPhone', which iCloud will not let me do through my phone, nor will it let me disable iCloud all together. I also cannot restore my iPhone through wi-fi because iCloud is 'restricting' me to do so. But since iCloud Control Center can only be downloaded to PCs with Windows 7 or 8 I cannot download iCloud Control Center to disable iCloud/ reset my phone from there, because I only have Windows Vista.

There is no benefit with doing this.
All 3rd party apps, all paid and free apps include DRM protection which is tied to the iTunes account used to download the apps with. Getting a new Apple ID or iTunes account will be more trouble than it is worth - whatever you think the worth with a new iTunes account will be. Constantly having to log in and out with each iTunes account with iTunes on your computer, etc.
