Videocall without wifi or 3G/4G

Question

Hi,
I have a friend with problems with hearing and he need use a Samsung Galaxy SIII because this android phone included videocall without wifi or 3G/4G. He like the IOS and want buy a Iphone but the problems with the videocalls are very important for him and all the people with hearring problems. They need the screen and see a video for comunicated with signs...
Apple is working on anything for this problem?

Tengo un compañero con problemas de audición ya que el el sordo y el necesita usar un telefono Samsung Galaxy SIII porque este telefono incluye videolamadas sin necesidad de wifi ni datos 3G/4G. A el le gusta mucho el IOS y quiere comprarse un Iphone pero el problema con las videollamadas es muy importante para el y para mucha gente con este tipo de problema. Ellos necesitan ver la pantalla y el video para comunicarse con signos.
Apple esta trabando en algo para solucionar este problema?
Mucha gente alrededero de todo el mundo se lo agradecería.

If you are asking if you can receive calls to your Skype Online Number through your mobile phone's number, you can do that.  You would have to configure call forwarding on your Skype account, to forward unanswered calls to your mobile phone's number.  You would also need to purchase Skype Credit or a subscription to cover the cost of the calls forwarded to your mobile number. 
Since you mentioned Verizon and AT&T, I assume you are in the USA.  If so, you have a couple of options.  If you pay with Skype Credit, forwarded calls out to your mobile number are just like making calls to telephones from your Skype account - 2.3 US cents/minute, plus a connection fee per call.  Or you can purchase the Unlimited USA & Canada subscription at US$ 2.99/month, or with a 15% discount if purchased on a yearly basis (just over US$ 30/year).  Then you would have the option to answer calls on your Skype account directly, or have those calls go out to your mobile number whenever you're not logged into Skype.
