Viewing issues in Photoshop CC

Question

Has anyone seen whacky views such as the squigglies shown below in the new PS CC:
Background - same image of course, yet these clips are from 2 different machines that are pretty much the same build.  If anything, the whacky view has a newer more powerful graphics card.  Not only are both monitors calibrated and to the same calibration standards, same adobe color settings,\but they are both Dell U2410 monitors.
At first I thought it had something to do with gamut warning, and it still might, but turning it off and on doesn't get rid of the weirdness.  Not sure if this is a setting somewhere, be it in PS or on the machines itself, a hardware or software issue/malfunction.  Kind of at a loss.  Any insite or fixes to this issue would be most welcome.  Thanks.

Cache levels on both are set to 4.  The advanced settings are also the same.  The one on the right (bad) which is the newer computer that is having the issue, has a newer video card. 
RAM - 16 GB RAM (Good) vs 12 GB RAM (Bad)
Processers - Intel Core i7-2600 CPU @ 3.4GHz (Good) vs Intel Core i7-3770 CPU @ 3.4GHz (Bad)
Both Win7 Professional.  Heres the kicker though, we have older machines that display well.  Those specs are:
Cache at 4 also, using 4304 MB of available RAM and same on the advanced settings.
8 GM RAM and Intel Xeon E5410 2.33GHz
Still though, there is something to the level of RAM... on the newer machines, I increased the level of RAM to the same level thats used in the 16 GB machine, but that only made the weirdness worse.
