How can I view my backed up photos and videos on iCloud?

Restoring to an iCloud backup has to be done in the initial device setup process, which requires you to first erase your device. If you have any newer data on your device now that is not in the backup that you want to save you'll need to do that first. When you're done, go to Settings>General>Reset and tap Erase All Content and Settings. Then go through the setup screens on your phone and when given the option, choose Restore from iCloud Backup (see image below). Be sure it is connected to wifi and your charger as this will take some time to finish.

If you have Outlook 2007 or higher on your PC, you can print your iCloud calendar from within Outlook. If you don't, and are accessing it on icloud.com, about all you can do is take a screenshot using your print screen key and print the image.

iCloud is great for storing photos, but I believe the only way to access them is actually on a device, like an iPhone or a Mac. On the iPhone, you can sign in with the iCloud account and then enable to photostream in the settings. Then you can see your photostream in the Photos App. On the mac, the process is similar. You need to sign in to your iCloud Account through the iCloud settings in the system preferences. As a note, you will need OS X 10.7.x and up for this. Once you sign in, you can enable the photostream through the iPhoto Preferences, and then you can view your photostream here.

You can not directly view photos via iCloud.
You can view Photo Stream folders by signing in to iCloud on your Mac (OS X Lion 10.7.5 or later) and turning on Photo Stream or installing iCloud Control Panel on your PC (Windows 7 or later) and enabling Photo Stream.

Photos in an iOS backup cannot be viewed, not until you've restored the backup to a device, and they can't be viewed on a computer.
I'm assuming you are refering to photos in an iOS backup from a device and not photo stream, which is not a backup.

You cannot view then in iCloud.
Photos in iloud are only there for 30 days then they are deleted.
You need to regularly sync photos from iPhone/iCloud to your computer.
Sync them from iCloud to your laptop wiht iPhoto for Mac or -> iCloud Control Panel for Windows.
