VISA card being declined

I'm getting the error message today that my VISA card is being declined when making purchases from iTunes. I checked with VISa and all is good from that end.
Any thoughts on what's going on?

I am attempting to comets an in-app purchase and each time I am re-routed to a page where they are asking me to update my credit card information, I do so and it informs me that my card has been declined. I have over $10.00 on my apple account via iTunes and was under the impression that purchases would be deducted from there first. I am hoping that this is just an error on my part and that this can be resolved easily, thanks in advance for any and all help!!!

Is this the US store? How much is the item? Apple US store prices do not reflect sales tax which is added in the final steps of a sale. If your account credit does not cover the full cost, then you must have a bank card to charge the remainder of the balance. For whatever rason your bank card is being declined, so the sale cannot be finalized.

There is doubt as to whether debit cards are still accepted in the iTunes Store for a number of countries. Many people have reported their debit cards being rejected, and debit cards are not listed as current valid payment methods, though it does say that it can vary by country:

You can try contacting the iTunes Store and asking if there is any way to use your card, but they may tell you that it's not possible.

Card being declined when I have a voucher on my account?

Hi there,
I signed into my account to purchase a couple of songs. I have $11.96 on my account (from a voucher) and I get this message http://img713.imageshack.us/img713/3360/123lb.png
That other device should only be my iPod touch.

Now, I don't have enough on said card to purchase anything. But this should matter as there is already $11.86 on my account!

My problem is slightly similar but with a twist. Any ideas anyone?
I've recently moved from Chicago, IL, USA, to the Netherlands (Europe). My iTunes account is valid for the American iTunes store.
Due to the fact that I have recently changed my billing addres from my American credit card to my current address in the Netherlands, so I will receive all my corresondence over here, I can't buy anything anymore in the American iTunes store. I have also bought myself a iPhone 4 in the Netherlands and when setting this up with my iTunes I got the message that I had to verify my funding source for the American iTunes account. When I put in the three number code on the back of the credit card, I get an error message as the billing address now no longer corresponds with the details of that account that the American iTunes account has.
When I want to change my country of residence on the American iTunes account to the Netherlands I get a warning message that all allowances will become void. That is not what I want as I currently have a credit of approx. $45 on my American iTunes account. Before I left the USA I also bought a number of American iTunes gift cards so I knew that I would be able to have some credit when accessing my American iTunes account from abroad. If however I am now forced to change my country of residence to the Netherlands I will loose the $45 credit and my American iTunes gift cards can not be used and are therefore a loss to me as well.
Any ideas for a solution for this problem? Is it possible to have an American iTunes account based purely on American iTunes gift cards for the time being and until I return to the USA and resume my American bank account with an American billing address?
Or is it possible to have my American iTunes allowance (once I enter all the iTunes gift cards) transferred to a Dutch iTunes account so I will be able to use the balance of the iTunes gift cards which I've already paid for.
Hope someone can help.

If it's a debit card that you are trying to use then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

My Visa debit card seems declined by apps store. I can use it many times before since a year ago. It suddenly being rejected. My debit card from Maybank in Malaysia. Please help me to solve this....

It is very frustrating for me. My Visa account ***** keeps getting declined at Apple. I used this very same Visa card on Amazon with no problem. I checked my status for the card and it is still all good. My friends and I buy a lots of Apple applications on iTunes. We have the correct CVV2, Expiration Date and Billing address, but you keeps declining us.
Please fix this problem for me. The issuing bank for this card is Techcombank, one of the largest banks in Vietnam. According to the bank, the transaction is processed in the US. This is a legitimate Visa card. Please let me know as soon as possible. Apple does a disservice to its brand name by declining legitimate Visa account holders from using the cards in Vietnam.

You are NOT speaking to Apple.
OK. Now that the mods have removed your credit card number from your post...
Are you trying to use the Vietnam iTunes/app store, or the US store? You can not use the US store. You can only use the store of the country where you physically reside, and you must have an approved payment method with a issued by a bank in that country and with a billing address in that country.
First, start with your bank and ask them why the authorization is being declined. If they are not declining it, then call iTunes store support.
This is a user to user forum. Apple does NOT participate here.
Since your card number was visible for a while and was seen by a number of people before it was removed, I highly recommend you contact your bank and cancel the card immediately.

Part of the validation for credit cards is that they need to be registered to exactly the same name and address that you have on your iTunes account, which prepaid cards tend not to be. Do you have a proper credit card that you could use ? Or are iTunes gift cards available in your country so that you could try using them as your payment method ?
Until you have a valid payment method on your account and what you owe iTunes has been paid off then you won't be able to download any item from the store, including free apps (and updates to apps).

Why am I being asked for my credit card information on updates and then being told that my card is declined??h

I Have three app updates on my iPhone 5c, and the App Store is asking me for my credit card information when it is on file and then it gets declined. What is the purpose of needing my CC info for free updates?? Do NOT make me drop my apple products and change to that **** android crap.

If you have a payment source associated with your Apple ID, it needs to be a vaild form of payment. To troubleshoot issues with your payment type being declined, please follow the steps below.
In most cases, this issue is caused by a formatting error in the billing address that you have provided. You can correct the issue by verifying that the information you have provided is correct, or by changing the format of your address to match the format that your credit card company has on file.
You can verify and/or modify your billing address by following these instructions:
Open iTunes. If you are signed in to iTunes, skip to step 4.
Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
Choose Store > Sign In.
Enter your account name and password, then click the Sign In button.
Choose Store > View My Account.
Click the Edit Payment Information button.
In the Payment Method section, choose None.
Click the Done button at the bottom of the page.
Click the Edit Payment Information button again.
Enter your billing address exactly as it appears on your credit card statement.
Select your credit card type in the Payment Method section.
Enter your credit card information, your card's security code, and the expiration date.
Click the Done button at the bottom of the page.
If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorizations have the correct information on file.

I owe itunes apple store now my payment method of my account is now declined. Can I retrieve my payment method declination with the same visa card information when I settle the debts. I want everything to normal, I can't purchase anything at all.

You need to immediately pull credit reports to see what else he has done. Then "freeze" the credit report at all three agencies. That way even you need to lift the freeze to add credit cards or other credit items to your SSN.
