I have had the same Visa card in my account for quite some time and have purchased many movies without a problem. I am told that my credit card is declined, and receive the same message when I reenter the data in the account page. If I remove the card and then try to add it again,
the msg : there is a billing problem with a previous purchase . I did try many time what to do !? and to who i report

The 'problem with a previous purchase' message implies that iTunes wasn't able to collect the payment for your last purchase and that you therefore owe iTunes money. Do you have a different credit card that you could try ? OrAre iTunes gift cards available in your country (they are not available in all and they are country-specific, they can only be used in their country of issue) - if they are then you could potentially use them as your payment method.
For a credit card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are (so prepaid cards won't work). If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

I owe itunes apple store now my payment method of my account is now declined. Can I retrieve my payment method declination with the same visa card information when I settle the debts. I want everything to normal, I can't purchase anything at all.

You need to immediately pull credit reports to see what else he has done. Then "freeze" the credit report at all three agencies. That way even you need to lift the freeze to add credit cards or other credit items to your SSN.

If the amount of the purchase is close to $21.07, then you need to take into account taxes may be added.
If you go beyond the credit from a gift card the balance will be billed to your credit card account.

HT1918 what is the security code we have to type while using visa card......it was declined several times...if you are not able to done the transactions please update this type of payment that we will make direct payments through our bankings...

TS1702 App Store suddenly declining my visa debit as billing payment?

I've been using my ipad 3 for the last few days and my payment methods been my visa debit card. However today after multiple attempts to download a free game for my son it comes up with a message saying the payment methods been declined? I have tried two different cards and still getting the same problem? However it accepted my payment for sky sports app?

Haven't heard about a song including a virus and if so, it certainly was not included with a song purchased from the iTunes store.
If you sync music, deselect sync music under the Music tab for your iPhone sync preferences with iTunes followed by a sync. This will remove all music from your iPhone.
Reselect Sync Music and your previous selections should be selected automatically followed by a sync to re-transfer the music back to your iPhone.

Whether you are trying to use a Credit Card or Redeem a Gift Card... My understanding is that you have to be within the US to use the US Store and have a valid US Billing Address.

My experience in this situation has been that's it's related to the visa card, and not necessarily the phone or the iTunes store. In addition to verifying all of the credentials on the card as entered, I'd also check with you card bank and see if they have declined the charges due to some type of security concerns. I have a Chase card, and they will decline a charge even though there are sufficient funds available, if the charges meet some security screening criteria.

It is very frustrating for me. My Visa account keeps getting declined at Apple. I used this very same Visa card on Amazon with no problem. I checked my status for
the card and it is still all good. My friends and I buy a lots of Apple applications on iTune.
We have the correct CVV2, Expiration Date and Billing address, but you keeps declining us. Please fix this problem for me. The issuing bank for this card is Techcombank, one of the largest banks in Vietnam. According to the bank, the transaction is processed in the US. This is a legitimate Visa card.
Please let me know as soon as possible. Apple does a disservice to its brand name by declining legitimate Visa account holders from using the cards in Vietnam.

Just as a warning, your credit card number has been sent in the clear to probably thousands of people, including anyone who subscribes to e-mail alerts to this forum. That's very, very bad. The credit card should be considered compromised at this point, and you should cancel it immediately, if you haven't done so already.
