VMI Scenario: cannot convert TPVS to TLB shipments

hi Experts,
I have a requirement to plan shipments & send them to ECC as a order (consolidated) & not shipments. This is possible thro TLB, but TLB does not give a lot of features in TPVS. So TPVS was a natural choice.
The new functionlaity in TPVS, converts TPVS shipments to TLB shipments that helps to acheive my requirement for one scenario i.e STO. Unfortunately this does not seem to  work for VMI scenario, RDC to customer, the system says the shipments cannot be converted.
I have created demand at the respective locations & created document category BH-PReqRel (for STO) & EH-DEP:VMI-SO (for VMI) scenarios. I am able to convert the TPVS to TLB shipments for STO scenario , so BH-PReqRel are converted to BI-ConRel doc category.
Not able to convert EH (DEP:VMI-SO) to EK  (TLB:VMI sales order) using the same functionality.
Is there any other way to convert the TPVS shipments to TLB shipments or create a consolidated order under the category EK  (TLB:VMI sales order) for all the orders in the shipment, so the result would be order sized to the capacity of the vehicle in that lane.

Hi Bipin,
Looking at your requirements I understand you are looking at
1) Optimum utilization of vehicles
2) Multi-drop scenario to increase the vehicle utilization
3) May be you want to use container (similar to compartments in SAP)
All this is definitely possible in TP/VS. In fact TP/VS is meant for this. The only issue is you have to map customer in APO for TP/VS to read the orders & plan the shipments. It must be able to determine the start and end location.
