Voicemail blocking phone

I have an interesting and an urgent problem that needs to be fixed ...all suggestions and help highly appreciated
The Problem.
as usual connected iPhone 3gs 32 gb to my laptop to charge and to my surprise noticed a prompt to setup voicemail. [Recently I moved on to prepaid so yet to setup voicemail.] Coming back to problem..I tried to cancel but it does not allow me to cancel and irritating thing is it is not allowing to make calls. I can only receive call but cannot make calls. I called my service provider to switch on my voicemail facility and went thru usual process ie. manual shutdown and restart but it is of no use :-(  **** thing is not allowing me to make calls. I thought may be if I call service provider again and ask them to deactivate voicemail but to my frustration iPhone is not allowing me to make calls ...neither it is allowing me to setup voicemail.
If any iPhone community members are facing or have faced similar problems please let me know how to fix this problem.

The Iphone does not have such a facility. It can only be done at network level I'm afraid

    Safe Mode (booting while holding down Shift key) should have disabled all the Login items, as well as any non-Apple startup items, including the launchd items.
    I'm out of "Easy" ideas, and anything I say after this, is just wild ideas, so feel free to ignore me.
    Have you tried different USB cables?  Maybe there is an issue with the USB connector, or the way you have to bend things to access your Mac mini USB ports is different from accessing your Wife's Mac mini USB ports?
    Try alternate USB ports.  Maybe there is a bad/marginal port/connector.
    Try removing all your existing USB devices.  If you are using a USB keyboard and/or mouse, try using a different USB keyboard and/or mouse (maybe borrow them from your Wife's Mac mini).  Basically remove all other USB devices and replace the essential keyboard and mouse with known good ones).
    Desperate measure (Backup first before proceeding down this path).  Using a Firewire cable, boot your Wife's Mac mini into Firewire Target Mode.  Connect a Firewire cable between your Mac mini and your Wife's while your Wife's is in Target Mode.  Now boot your Mac mini holding down the "Option" key, and select your Wife's Mac mini's disk to boot from.   Essentially you will be using your hardware and your Wife's software to see if you have a hardware issue, or if it is a software issue.  That is to say if it works with your Mac mini booted from your Wife's boot disk, then your hardware is fine, but there is something wrong with your software.  If it does not work, then it is your hardware.
    Hopefully, you Wife will not kill you for even mentioning this.  ALSO, if you do try this, BACKUP, BACKUP, BACKUP first, especailly her system.  Not that anything will go wrong, but if it does, the last thing you want is an annoyed Wife :-)  BACKUP!

    Blocking calls & SMS can only be done at the carrier level, if your carrier offers such service. You will have to contact your carrier.

    As the number keeps changing you can't block them, but your carrier may offer a parental control option that blocks ALL incoming calls except for a list of allowed numbers. Contact the carrier.

    So I have searched all over the place and have not found an answer.  I am sure someone has blocked me from calling them because when I try to call them I recieve this message: "Welcome to Verizon Wireless.     Only your carrier can do so, there is no setting on any iPhone to block calls/SMS's. Some carriers offer this service, some don't. So, contact yours to see if they do.

    Not really true. Call blocking can be done on the phone and many good phones do this.
    I've been receiving text spam lately through 10 digit numbers. AT&T's solution is to pay them $5 a month for a ridiculously limited service that can block only up to 15 numbers and offers little else for the exorbitant fee. I'm positive that apple has not provided a block program because it conflicts with AT&T's money making "service".
    So here's a shout to Apple: I've been an iphone user since iphone 1 came out. If you don't offer a program to do this by the time iphone 5 comes out, I'm switching to Android (which blacklists numbers). The iphone is great, but this is an inexcusable missing feature that is unfortunately becoming too hard to live without. On principle, I will never be ok with paying for somebody to pitch me junk I don't want and, therefore, spam through cell phones is unacceptable.

    Call blocking didn't become a feature for iPhone until iOS 7.  Your post says you have iOS 6.1.3 and call blocking is not possible with that

    No, I didn't place a *67 before the number... I don't dial it. It dials me. I took the number in question and input it in Google last night... shows up as a real problem for many many people all over the states, regardless of wireless carrier. It is a recorded message that, if one answers, will ask who you will vote for, but since there is no real human on the calling end, it doesn't really "hear" you answer... then launches into a vitriolic political tirade.
    I am lucky that I have never answered the call, only listened to the brief msg that states "We may call back later." I am very concerned about this event... it happened last night at 2:32 am! I got the above information online from others who are experiencing this call. So I decided to see if I could block it entirely.
    My number, which I have had through VZW for over ten years and never with another carrier, has NEVER been given out for business or purchasing purposes... that is what my Verizon land line is for! Thus, the blocking of it is very important to me.
    At any rate, I tried perhaps 14 or 15 times, and finally... it did go through. For such a simple back-end server operation, it should not be this difficult to do. But at least it did go through and I didn't have to waste time on the phone.

    As with a landline, I believe cell phone numbers can be used for telemarketing purposes by a company you have done business with if you provide your cell phone number to the company when purchasing merchandise, etc.
    I doubt many cell phone carriers are overly concerned about losing market share - with each other maybe, but not losing market share to landlines. AT&T's residential landline business has been gradually dropping for years with a significant drop indicated with their most recent quarterly report, which is the same for all landline providers. I use my personal cell phone in place of a landline, and I've been doing this for the last 5 years or so, which has been a growing trend.
    Telemarketers are probably more respectful of Federal law in this regard with a Federal do not call registry for landlines and cell phone numbers they must respect or face prosecution or fines by the Federal government. Regardless, there is a Federal do not call registry, which everyone with a landline or cell phone number should use if they want to prevent or minimize telemarketing calls, and be careful or aware before giving out their phone number.
