Wait, I'm a little confused. On my day old iMac running Mavericks, do I install iDVD from my iLife 11 disk, or somehow copy the app from my existing iMac and install it on my new one?

The following may be a bit easier set up the new Mac with the same iDVD capability on your old Mac:
1 - copy your current iDVD application from the old Mac to the Applications folder of the new Mac. The latest version available is 7.1.2. If you don't have that versoin go to the Apple Downloads site and download the iDVD 7.1.2 updater and run it on your current iDVD application.
2 - copy the iDVD folder that resides in the old Mac's HD/Library/Application Support folder to the same folder on your new Mac.

We have two iPod touch 2nd generations, one had to be restored a few days ago and is now not able to have some of the apps back on it saying that they are incompatible with the iPod. Is there any way to "copy" the apps from 1 to the other??

you can by downloading iTunes to your computer/laptop but before plugging it in to the computer make sure all of your apps are on it then just sync the restored iPod to your computer and all of the apps on the computer will go to your iPod.. Good Luck

There is a bit of confusion in the way you explain what you want... more on that in a minute. Whatever the scenario is, you are allowed to have the software installed and working on two machines, so if you like you can leave the original installation intact as a backup and just install on the new machine like you did originally.
Back to the confusion... You say "unsubscribe" which would be associated with the Creative Cloud. You say "creative suite" which would not be a subscription (I think they stopped CS subscriptions when the Cloud came into being). So if you have a Cloud subscription you would sign out of it on the old machine if you no longer want it there. Then you could uninstall if you like. If you have a licensed Creative Suite then you would open any one of the applications in it and choose Help -> Deactivate. Then you could uninstall if you like.

As long as they are already ticked in your iTunes then yes. Just to check do a sync and as long as everything stays the same you are good to go.

I don't want to "erase" or lose any information when I sync with a new itunes that is "empty"
What are the steps? After I download Itunes and set the folder location to my external harddrive what is next? Will Itunes recognize my IPOD? Will it load the music/list from my ipd or external into itunes?

What did you do with the SIM from the iPhone 4? You need to "activate" the phone, but it does not need to be a SIM that is connected to service. It is just what happens when you update the phone. In this case, activation does not mean to activate it on a cellular carrier, but just to activate the phone so it works. To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone (if you're using iOS 7), then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.
