I want to get the new iphone 5 when it comes out and I want to give my current iphone 4 to my mom. Now when I got this I had to register my phone number to it. How do I go about doing that for her when I get a new one? Thanks!

Have her get a microSIM for the iPhone 4 from her cell provider.
Go to Settings > General > Reset > Erase All Content and Settings and do so.
Then have her connect your old phone to her computer and initialize it and set it up.

Syncing an iphone cannot transform the internal hardare of the iphone into something else.
It is still the exact same phone as it was before you synced.

I have a new iphone and want to purchase ringtones from itunes. Itunes is asking answers for security questions I did not set up and I can't answer them. How do I get past this to be able to purchase. I can purchase songs on my MAC and sync but itunes doesn't give the option to purchase ringtones on the MAC, just the iphone.

If the email hasn't arrived after a few hours and isn't in a spam filter, you need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Yes you can probably delete the 2 incomplete back ups they are unlikely to work.
However, I'd be inclined to back up to a computer as well and restore from there, if you are changing your phone.

Providing specifics on all the ways to do this will take more time than I am willing to spend here these days. You can do some of this with Home Sharing. You can transfer the entire library from one computer to another, If you do that you can delete what you don't want from the transferred library.
Quick answer if you use iTunes' default preferences settings: Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive. Open iTunes and immediately hold down the option (alt) key (shift on Windows) so you get a prompt to select a library, then guide it to the 'iTunes Library.itl' file in the moved iTunes folder. If you put the copied iTunes folder in the default location of Macintosh HD > Users > *User Name* > Music then you don't even need to start with the option key held down, iTunes will automatically look for it there. (Make sure there isn't anything already in the iTunes folder there that you want to keep since you will be replacing it with the one you are moving.)
You do not want to use a new AppleID. Change the AppleID on the new phone to the old ID. Purchases made with one AppleID cannot be transferred to a different one and it will be a royal pain to manage two Apple IDs.
Change iTunes Store account on an iOS device - Log out of your current account with Settings.app > Store (Settings > iTunes & App Stores on iOS 6) > tap on your AppleID. Log in with a different account. Wipe iPhone/iPad/iPod touch clean
There are a few steps to do:
Switch off iMessage in Settings > Messages
Switch off FaceTime in Settings > FaceTime (iPod touch 4th Generation or later, iPhone 4 or later and iPad 2 or later)
Delete iCloud in Settings > iCloud > Delete Account
Finally Settings > General > Reset > Erase All Content and Settings.

Now, you should get her a new Apple ID to sign in the options above.

So, I have a new computer and a new iphone and I'm trying to get the auido books I had on my old iphone to show up on my new one and in my itunes on my computer.

Welcome to the Apple Support Communities! I understand that you want your previously purchased audiobooks in your iTunes Library on your computer so that you can sync them with your new iPhone. Typically you can download your previously purchased media directly to your device or your iTunes Library on your computer but this is not the case with audiobooks, ringtones, or tones.

If you made a backup of these items on your Mac or PC, you can sync the items to your iOS device. You can't download these items again from iTunes in the Cloud.

If you can't find the item that you purchased in the iTunes Store, report a problem with the item. You can report a problem with a purchase made within the last 90 days.

I just purchased a new iPhone and I am not able to get into my iCloud. When I plugged it into my computer, I used iTunes to get my phone up and running. Well it gave me my old apple ID as my info. Now I cannot get into anything because I don't remember my old password and when I go to the website to recover my password it is of no help cause I don't remember any security questions(over 8 years old) and that email account don't even exist anymore. Now when I go to try I cloud on my new phone all it keeps doing is trying to verify my old iTunes and won't let me use my new apple ID to sign in it keeps sAying to type in my old password from my old apple ID that I just don t have. Can anybody help me?

I also can't call the helpline because it won't let me leave this screen on the phone that says "Your iPhone could not be activated because the activation server is temporarily unavailable. Anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID.
