We do not want to use cloud storage due to security concerns

Hi all,
I work for a government entity and we have to buy new adobe products.
We need to find a way to properly disable cloud storage so that our users do not upload sensitive information to servers outside our organization.
We are very serious about this and we need to find a solution.
I find it strange that adobe has not set up their software for such concerns.
Any info is appreciated.
thanks

that is not a proper answer.
Adobe is forcing people into their way of doing things.  I am sure that a lot of entities and companies do not want to have their info floating on servers outside their systems and for some its law actually.... so adobe needs to do their part in helping people use their product within reasonable limits for both sides.
that answer was of no help at all.
