Welcome Screen problem

Question

Hi guys,
first i am complitly new in APEX but i am really interested in it, so please do not be too cruel to me ;) .
I want to create a "Welcome Screen" which should show the menu on top and only a big picture below.
So i created a "Dummy" table with a ID as primiry Key and a Variable with Type BLOB for the picture, and in APEX it became a "FORM & Report" Site.
but now I do not have any idea to go on.
Please help me and thanks for any answer.
