What apps will I need to be able to do: presentations, word documents and graphs.
Are there any free apps to perform these actions. If so can you please help me.

There really ought to be! My battery time stinks, I have to recharge my phone all the time, it's I took it off the charger at 8:15 and it's down to 84% and I barely used my phone today. I've tried every suggestion I found on here and it hasn't helped. The one thing that COULD help is if there was some kind of task manager like in windows that showed you what apps are using which resources so at least I could tell if there's something running that is constantly using up all the resources and milking my battery. Of course the GPS location feature will need to be on in order for this to work. But the idea here would be to optimize battery life by disabling the 'call home' requests of apps. The settings profile should also support downloads as I would like to download and allow it when I am on WiFi but not so much when I am using my cellular data.

No, this is not possible as the sandboxed nature of iOS would not allow any app to modify another app like that. Such a feature would have to be enabled by Apple as a part of iOS itself. You can submit feedback to Apple about the idea if you wish to.

The number of 3rd party apps that can run in the background are few and far between. Most 3rd party apps are still quit or suspended/frozen when leaving the app.
If you have an email account or accounts set to be checked for new messages automatically and/or you are accessing an email account that supports Push access for received messages, new messages received at the server will be downloaded automatically in the background.

There is a shell command (i.e. Unix executable) called fuser.
This program displays a list containing all the process-ids (PIDs) that are accessing a particular file at a given time.
To invoke it you just need to open a terminal window, wait for the command prompt (typically a "$"), then type fuser followed by a space and then drag the file from the finder to said terminal window.
Once the PID list is displayed, you need to look-up the process id (the first column) with the help of activitty monitor to see the name of the app that's accessing the file.
One final warning: make sure activity monitor is displaying "all processes" because the file is not necessarily being accessed by one of your processes.

With apps on devices, thoses are specific to the phone itself, so there is no open forum to view what apps are downloaded. I need to find out how much wifi data my apps are using. I have a very limited amount of wifi data, and I am exceeding my monthly allowance. Apparently, even apps I think are not open are sending/receiving data through the wifi and using up my allowance.

Go into your Settings : General : and turn off background refresh for your apps. In Settings : Mail turn Fetch new data to OFF and Load Remote Images to OFF. This will mean that Mail will only check for messages when you actually use it, and all your advertising junk mail won't have all the images in it.
Turn off push notifications every chance you get.
Make sure you are actually quitting apps: to quit apps press the Home button twice and you should see a bunch of smaller screen images for every open app. To quit the app swipe from the screen image (not the icon) upward off the top of the iPad. You can swipe left and right to see more open apps, but there must be no left-right movement on the screen when you swipe upward to close the app.
Turn off your internet connection when you do not need it. The easiest way to do this is to swipe up from the bottom of you screen to get the control centre, and then touch the airplane to turn on airplane mode. You can repeat this sequence to turn it back on again when you need it. Most especially turn airplane mode on whenever you are sleeping your iPad for long periods. This will save battery life too. OR actually turn your iPad off - which means holding the power key down for several seconds until the red swipe bar appears, and then swipe to turn it off. If you go this route, note that it will take longer to turn on then it takes to wake from sleep.

Colorblind users can't tell what apps are running

There needs to be a setting under Dock Preferences to CHANGE THE COLOR of the dot under running applications in the Dock.
I know the dot is there because I asked where the arrows went in the Apple Store and they told me it was there. After straining and squinting, I can almost see it. This is NOT ACCEPTABLE.
With my color blind situation, I can no longer tell what apps are running or not. I have to press command-option-escape for force quit just to see what is running.
Either bring back the Tiger black arrow, or allow a preference so that color blind users can tell what is going on.

I cannot give you any further information or assistance, as I don't deal with web programming.
As far as I can tell, the "technique" used here is pretty straight forward:
Take a picture with a digital camera, then program the web page to repeat the image a bunch of times and display the zooming in and out in Flash animation.

In tests Old Toad reckoned that it was equivalent to about 8 on Photoshop's scale of 12.
Typically when I export via the file menu I select the highest quality. If iPhoto uses something less than that, then I'll stop dragging and return to the file menu export.
Doesn't quite work like that.
If you have an edited photo then there is a single generation of compression applied. If you export at any setting other than Maximum the file will be smaller. At maximum the file will quite likely be larger - less compression applied to the data.
As to which is best to use? Depends on what you're using this jpeg for - but remember this, exporting via dragging gets none of the metadata you've added in iPhoto (Keywords, Location, titles, descriptions etc)
