What can i do if i don't remember my security questions and i dont have the option to send a verification mail?

Please help me, I buy a itunes card and its the first time i use my apple id in my new iphone and my laptop so when I try to use it, it ask me for the security questions and I dont know the answers!! and there is not an option to send a verification account email

They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

If you have a rescue email address on your account then you can use that - follow steps 1 to 5 half-way down this page will give you a reset link on your account : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset : http://support.apple.com/kb/HT5699

Then iTunes store
Then account management
Press continue.
Now choose iTunes store security and answer the bullet questions and click continue.
Sign in with your appleid and press continue
Under contact options fill out the information and advise iTunes that you would like your security/challenge questions reset. Click send.
iTunes will respond to you within 24 hours by email.
